•Squid aggregation devices were deployed voluntarily by divers to restore squid abundance.•Current regulations are incomplete to guide such activity and pertaining participants.•A fishbone diagram and spiral model was applied to identify the potential problems.•A modified adaptive management model was proposed to cope with the changing situations.•This may serve as an example for conservation and management measures of other fisheries resources.
