•A bottom-up physical model to quantify aggregate DR potential is proposed.•Four distinct flexible load types and corresponding constraints are modeled.•The model includes constraints due to local power generation and grid conditions.•A method of load aggregation and prioritization using the DR model is presented.•Results show the algorithm's responsiveness to system peaks and price fluctuations.
