•Expanding scale and scope of distributed energy resources is challenging and difficult.•Benefit-cost analysis will become overwhelming if used to determine distribution system implementation plans as under NY REV.•A four-step phased approach to replace benefit-cost analysis with an optimization approach is proposed.
