Governing resources, governing mentalities. Petroleum and the Norwegian integrated ecosystem-based management plan for the Barents and Lofoten seas in 2011

Analysing the production of a scientific Forum Report for the revision of the Norwegian Integrated Ecosystem-based Management Plan for the Barents and Lofoten Seas as a technology of security, ultimately meant to secure population (through a sustainable, economically viable management of resources), this paper adresses the following theoretical points:•In this paper, I argue that the continued construction of a nature/culture divide is an important basis for governance of nature and natural resources, where•the rationale of scientific truth-telling practices are projected onto political processes, which in turn leads to a process of•governing mentalities besides governing actions, and finally•how the process of creating a Management Plan for the Lofoten-Barents Sea, Northern Norway, is a technology of security, through reflecting a specific power/knowledge nexus that includes processes of inclusion and exclusion of knowledge.
