•Discussing the key influencing factors and characteristic indexes of the total allocation of pollutants, and the total allocation index sets was determined which reflect various regions’ characters of heterogeneity.•Using the information entropy method of the system analysis to determine the total allocation sets of COD in various regions, then analyzing its spatial pattern changes.•Following the metastatic pattern of water resources ecological economic value and considering the different regional heterogeneity, the pollutant emissions were determined according to those characters of heterogeneity, scientifically determine the reduction of pollutants.
