土地流转下农业水权转向工业水权的交易研究

摘要
宁夏回族自治区是全国7个水权试点省(区)之一,为解决贺兰县当地水资源短缺问题,开展了农业水权随土地流转(农业用地流转为工业园区用地)转向工业的水权交易试点,将186.7 hm~2土地流转为工业用地,土地所附带的143.8万m~3黄河水使用权转让给山东如意集团。综合分析价格现值、企业发展等因素,从节水潜力分析、交易水量确定以及水权交易的主体与客体、合同期限、费用价格、程序方式、监督管理等方面设计农业水权随土地流转转向工业水权交易试点技术方案,确定试点区交易期限为15 a,单方水权交易指导价格为1.391元/m~3,可为黄河流域类似的水权交易实践提供理论依据和技术支撑。
Ningxia is one of the seven water rights pilot provinces in China. In order to solve the issue of water shortage,Helan County implemented the agricultural water rights over land circulation( transfer from agricultural land to the industrial zone land use) to industrial water rights trade. By clarifying the main body of water rights transfer,there was 186.7 hm~2 land transfer for industrial land which attached to the1.438 million m~3 of the Yellow River water use rights transfer to Shandong Ruyi Group. This study analyzed the water-saving potential,optimum amount of bargaining water,subject and object,contract period,cost price,program mode and supervision management in water right trade,which determined that the transaction period was 15 years and water price was 1.391/m~3 RMB yuan.
