南充市乡村振兴战略实施规划

摘要
为深入贯彻落实党的十九大和中央、省委农村工作会议精神,中共南充市委、市人民政府从深刻领会实施乡村振兴战略的重大意义、切实把握总体要求,深化农业供给侧结构性改革、加快建设实力乡村,全面改善农村生态环境、加快建设宜居乡村,大力弘扬农村先进文化、加快建设文明乡村,不断健全基层治理体系、加快建设和谐乡村,决战全胜脱贫攻坚、加快建设富裕乡村,创新城乡融合发展体制机制、增强乡村振兴动能,加强人才培养和科技创新、强化乡村振兴支撑,切实加强组织领导、凝聚乡村振兴合力9个方面入手,就全面实施乡村振兴战略,促进城乡融合发展,加快全市农业农村现代化进程进行了详实规划,以确保乡村振兴战略得到全面落实。
In order to thoroughly implement the spirit of the 19 th CPC National Congress and rural work conference by the Central Committee and the Provincial Party Committee,Nanchong Municipal Committee and the Municipal People ′s Government set about from the following 9 fields,such as having a profound understanding on the great significance of implementing the rural revitalization strategy and earnestly grasping the overall requirements,deepening the structural reform on the supply-side of agriculture and speeding up the construction of rural areas,comprehensively improving the ecological environment in rural areas and speeding up the construction of livable villages,vigorously promoting advanced rural culture and speeding up the construction of civilized villages,continuously improving governance system of the junior grades and speeding up the construction of harmonious villages,winning the battle of overcoming poverty and speeding up the construction of rich villages,innovating the system and mechanism of urban and rural integration development and strengthening the energy of rural revitalization,strengthening the cultivation of talents and scientific and technological innovations and strengthening the support for rural revitalization,strengthening organizational leadership and gathering the rural revitalization forces.Detailed planning had been carried out on the comprehensive implementation of the rural revitalization strategy,the promotion of urban and rural integration development and the acceleration of the process of agricultural and rural modernization,so as to ensure the full implementation of the strategy of rural revitalization.
