供给侧改革视角下的京郊农村养老服务现状及问题分析

摘要
为贯彻十九大报告提出的"积极应对人口老龄化",北京市政府把农村养老服务的完善纳入乡村振兴和新时期国民经济发展的重点。本研究从供给侧改革视角出发,将京郊农村养老服务作为调研对象,通过问卷调查和深度访谈,对京郊农村养老服务供给现状及存在的问题进行了分析。通过数据分析探讨了问题存在的原因,包括政策执行中的漏洞、农民单一的收入来源、公共服务设施不足等。最后,提出了有针对性的对策建议,如制定有针对性的养老服务政策、增加农村养老服务项目、建立农村互助养老服务模式等。
In order to carry out actively coping with the population aging from the 19 th CPC National Congress report,the Beijing municipagovernment has brought the improvement of rural service for the aged into the focus of rural revitalization and national economic development in the new period. From the perspective of supply-side reform, this study takes the rural service for the aged in the suburbs of Beijing as the research object, and analyzes the status and existing problems of the rural service for the aged in the suburbs of Beijing by means of questionnaire survey and depth interview. Through the analysis of data,this paper discusses the causes of the problems, including the loopholes in the implementation of policies, the single income source of farmers, the insufficiency of public service facilities,and so on. Finally,the paper puts forward some countermeasures and suggestions,such as formulating targeted pension service policy,increasing rural pension service projects,and establishing rural mutual pension model.
