摘要
为了能够更加科学规范的选拔领导干部,以公平、公正的评价体系为领导干部的考察、选拔和任用提供科学的依据。以某单位领导岗位的补充为例,用层次分析法对3名候选人进行综合评估、量化排序。首先建立层次结构模型,构造成对比较矩阵A,并求得成对比较矩阵A的最大特征值λ_(max)和相应的特征向量W~((2)),计算一致性比率在允许范围内,通过一致性检验。然后针对3位候选人相关的6项指标分别构造判断矩阵,并求得各指标属性的最大特征值和相应的特征向量,均通过一致性检验。最后进行层次总排序和一致性检验,并得出结论,3名候选人中量化成绩最高的为P_1,所以P_1即为领导人选。从定量的角度对干部选拔指标进行科学的判定,一定程度上克服了人为主观因素,为领导的选拔提供科学的依据,使领导干部的选拔更加公平、公正。
        To select leading cadres more scientifically and normatively,a fair and impartial evaluation system was used to provide scientific basis for the investigation,selection and appointment of leading cadres.This paper took the supplementation of a unit's leadership position as an example,and used the analytic hierarchy process to carry out a comprehensive assessment and quantitative ranking of the three candidates.First,we established the hierarchical structure model,constructed pairwise comparison matrix A,obtained the maximum eigenvalues λ_(max) and corresponding eigenvectors W~((2)) of pairwise comparison matrix A,and then calculated the consistency ratio within the allowable range,all of which passed the consistency test.Then,judgment matrices were constructed for three candidates about six indicators,and the maximum eigenvalues and corresponding eigenvectors of the attributes of each indicator were obtained,all of which passed the consistency test.Finally,the overall hierarchical ranking and consistency test were carried out,and the conclusion was drawn that the highest quantification score of the three candidates was P1,so P1 was the leader selection.This paper scientifically judges the selection of cadres from a quantitative point of view.It overcomes subjective factors to a certain degree,provides scientific basis for the selection of leaders,and makes the selection of leading cadres fairer and more equitable.
