解读中国足球改革发展总体方案

摘要
《中国足球改革发展总体方案》对振兴中国足球、推进体育管理体制改革、建设体育强国具有重要意义和作用,战略高度前所未有,涉及工作全面深入,改革导向客观长远,为足球运动赋予了崭新的生命力。《方案》着眼于足球的影响力和价值,是体育改革的突破口,是实现体育强国梦的重要举措;着眼于提高国民素质、培育体育文化、发展体育产业;着眼于足球对于经济、社会、文化建设的积极促进作用。《方案》不仅仅着眼于局部的修修补补和对运动成绩的关注,其内容涉及足球工作中的主要领域和问题,既是一个改革方案,也是一个发展蓝图。深入解读《中国足球改革发展总体方案》的内容精髓,深入分析改革的实质,对改革方案进行利弊分析,研究认为:其利在于实现管办分离,落实足协自主权;发展大众足球,建立科学的人才培养方式;完善联赛体制,提高市场运营机制;其弊在于要面临去企业化的资金挑战和大跃进现象的发生,希望为我国体育事业的整体改革和发展提供借鉴。
The China Football Reform and Development Overall Plan is of great significance to the revitalization of Chinese football, the promotion of the reforming sports management system, and the construction of a world sports power. At an unprecedented strategic height, it involves the work in-depth, a long-term orientation of the reform objective, and a new vitality to the sport football. Focusing on the influence and value of football, the Program is the breakthrough of sports reform and an important measure to realize the dream of strengthening the country through sports; focusing on improving the quality of the people, cultivating sports culture and developing the sports industry; focusing on the positive role of construction of football for the economy, society and culture. The Program not only focuses on local tinkering and attention to sports performance, but also covers the main areas and issues in football work. It is both a reform plan and a blueprint for development. This paper gives a detailed interpretation of the Reform and Development of Chinese Football Overall Plan, an in-depth analysis of the essence of the reform, and points out the pros and cons of the reform plan as well, summarized as: transferring the management power from government to implement the football association's autonomy:developing popular football and establishing scientific talent training mode;improving the league system and the market operation mechanism;the disadvantage is that it is faced with the financing challenge and the phenomenon of a great leap. The paper can provide reference for the overall reform and development of China's sports industry.
