新计划生育政策下生殖健康绩效指数构建研究

摘要
目的构建新计划生育政策下生殖健康绩效指数评价体系。方法按照导向性和操作性等原则,并综合考虑专家问卷意见和实际工作情况,选择评价指标,以层次分析法确定指标权重,以线性综合加权法计算生殖健康绩效指数,并以某市2011-2016年生殖健康绩效指数进行验证。结果建立以生殖健康投入与保障指数、生殖健康需求与利用指数、生殖健康效果与效益指数为"度",以3个大类指标、9个二级指标和35个基础层指标为"级"的三度三级"全面二孩"政策背景下生殖健康绩效指数评价体系,实评结果表明某市2011-2016年生殖健康绩效指数呈现出不均衡性,与实际情况基本相符。结论文章提出的生殖健康绩效指数是一种实用、有效的量化管理工具,操作简单,值得推广应用。
Objective To establish an evaluation system of reproductive health performance indicators under the universal two-child policy. Methods The evaluation indicators were selected on the basis of some principles including orientedness and practicability and an integrative study on the questionnaire feedback of specialists and practical conditions. The weights of the evaluation indicators were determined by the method of analytical hierarchy process. The reproductive health performance indicators were evaluated by the linearly weighted synthetic method.The evaluation method was tested with the reproductive health performance indicators of a city from 2011 to 2016.Results An index evaluation system was established,including 3 degrees,which consisted of reproductive health input and security indicators,reproductive health demand and utilization indicators,reproductive health effectiveness and efficiency indicators,and 3 levels,which consisted of three first-level indicators,nine second-level indicators,thirty-five basic-level indicators. The tested results suggested that the reproductive health indicators in that city from 2011 to 2016 were imbalanced,which conformed to the reality. Conclusions The proposed reproductive health performance indicators system was a practicable and effective quantitative management means,which was simple and worthy of promotion.
