去产能背景下工会工作研究——以山西省工会工作为例

摘要
去产能是供给侧结构性改革的首要任务。山西省作为煤炭、钢铁资源大省,去产能任务艰巨。在去产能背景下,山西省各级工会强化政治责任担当,明确职责定位,积极协调和协助党政、企业,通过源头参与、思想引导、转岗安置、民主监督、再就业培训、困难帮扶等途径做好职工安置工作,在助力山西转型发展、维护职工合法权益过程中发挥了重要作用。但工会在此过程中呈现的问题也不容忽视,表面看是部分企业工会存在不作为不敢为的问题,而深层的原因则是由于工会工作与新时代发展要求、去产能带来的职工队伍变化不适应。对此,工会在今后的工作中应特别强调政治性,做好职工思想政治工作;突出工会的维权和服务职能;加强工会自身建设。同时,需要各级党和政府;为工会开展工作提供更多的资源和手段。
Cutting overcapacity is the primary duty of the reform for supply-side structural reform. As the major supplier of coal and steel resources, Shanxi province is under arduous pressure. In the background of cutting overcapacity, all Trade Unions in Shanxi Province take the lead to shoulder political responsibilities and set different duties, to coordinate and cooperate with CPC committees and governments and companies, and to arrange workers via original participation, mental guidance, job placement, re-employment training, special assistance and so on. All those measures play a significant role in the transformational development of Shanxi province and protection of workers' legal rights. However, we should never neglect the problems in the execution of our jobs. On the surface, some enterprise trade unions seemingly don't fulfill their duties or dare to execute. On the contrary, the innate reason is that those trade unions cannot adapt to both the development requirements of the new era and the personnel changes caused by cutting overcapacity. Therefore, in the future, trade unions should emphasize more on politics, implement ideological and political jobs for workers, enhance the functions of legal rights protection and services, and improve unions' self-construction to provide more resources and means for the implementation of unions' jobs.
