基层情报研究人员成长模型的构建

摘要
为了指导基层情报研究人员的成长,借鉴麦克利兰能力素质冰山模型和∏型情报专业人才能力素质要素,结合中国航发沈阳发动机研究所长期情报工作实践和任职资格管理的相关要求,以出版不同层级高质量上水平的情报研究产品为最终成果体现,以更好地满足科研生产要求为最终目标,并将知识与以工作流程为代表的技能嵌入其中,构建了基层情报研究人员成长模型。该模型为情报研究人员职业规划和任职资格管理提供了明确指导,为情报研究专业的发展指明了方向。
This paper aims to guide the growth of intelligence personnel in the basic units.The growth model for intelligence personnel is constructed based on David·C·McClelland's "iceberg model" for quality of abilities and competency factors for ∏ type intelligence personnel,and at the same time combining with the relevant requirements of intelligence service practice and qualification management in AVIC Shenyang Engine Design Institute.The paper takes the publish of high quality and high level intelligence analysis products as final achievements and the satisfaction of scientific research production requirements as ultimate goals,and embeds knowledge and skills represented by working processes to construct the intelligence personnel growth model.The model can offer specific guidance for occupational planning and qualification management of intelligence personnel and points out the direction for the development of intelligence analysis subject.
