苏南自创区科技资源军民融合共享现状及潜力分析

摘要
军民科技资源融合共享对于资源要素整合,统筹科技资源、提高资源利用效率、提升协同创新能力具有关键意义。文章对苏南自创区科技资源现状、共享情况进行梳理分析的基础上,认为苏南自创区科技资源军民融合过程中存在一定问题,融合共享的潜力还有待进一步释放。从强化政府引导、搭建军民科技资源共享服务网络、构建军民利益相容机制3个方面系统阐述了加快苏南自创区军民科技资源融合共享的机制建设。
The integration of military and civilian science and technology resources is critical significance, especially in terms of resource integration, resource utilization efficiency and collaborative innovation capability. Based on the analysis of the current situation and sharing of science and technology resources in the Sunan Self-Inventing Area Park, this paper points out that there are some problems in the process of military-civilian integration of science and technology resources, the potential for integration and sharing needs to be further unleashed. The paper puts forward some suggestions from three aspects: strengthening government guidance, building a military-civilian science and technology resource-sharing network, and establishing a military-civilian interest compatibility mechanism.
