关于地方高校内涵式发展的对话

摘要
党的十九大报告提出,要加快一流大学和一流学科建设,实现高等教育内涵式发展。潘懋元认为,地方高校"双一流"建设应坚持统筹兼顾、多元发展;大学首要的任务应该是出人才,有了人才再出成果,为此必须加强本科教育;实现高等教育内涵式发展的本质是提高大学的办学质量;地方高校转型发展是经济社会转型发展的动力和保证;地方师范大学协调发展要保持师范本色;未来的高等教育既要培养自然人,也要培养"机器人"。
The report of the 19 th CPC National Congress called for speeding up the construction of world-class universities and world-class disciplines and realizing the connotative development of higher education. Professor Pan Maoyuan believed that in the construction of "Double World-class", local colleges and universities should insist on overall planning and pluralistic development; strengthen undergraduate education, because cultivating talents was the most important task of the university, and then producing results based on talents; and improve school-running quality due to the essence of realizing the connotative development of higher education. Transformation and development of local colleges and universities was the motive force and guarantee of economic development and social transformation; the harmonious development of local normal universities should keep the essence of normal colleges and universities; the future higher education should not only train the person, but also the robot.
