长三角区域高等教育一体化发展:动因、内涵与机制创新

摘要
长三角区域高等教育一体化发展的主要动因源于政府宏观层面调控的国家战略布局需求,市场中观层面的长三角区域经济产业转型发展需求,以及高等教育自身微观层面的更高质量发展和参与全球竞争的需求。其本质是对区域高等教育资源的统筹配置,是对高等教育发展模式和标准的全新探索,是对区域产业经济发展新变化后的人才培养模式创新。长三角区域高等教育走向更高质量一体化发展需要充分发挥政府合理的行政干预功效,建立一体化发展规划与引领的统筹机制;调动社会系统化参与的积极性,构建一体化发展的多元主体参与机制;完善法律制度和评价体系建设,构建一体化发展的协调和激励保障机制。
The main reasons of the integration development of higher education in the Yangtze River Delta Region are the demand of the national strategic layout regulated by the government at the macro level, the demand of the transformation and development of regional economy and industry in the Yangtze River Delta at the market meso level, and the demand of higher education for higher quality development at the micro level and participation in global competition. And the essence is the overall allocation of regional higher education resources, the new exploration of higher education development model and standards, and the innovation of talents training model after the new changes of regional industrial economic development. The development of higher education in the Yangtze River Delta Region towards higher quality integration needs to give full play to the government's reasonable administrative intervention effect, establish unified mechanism for planning and leading the development of higher education integration in the Yangtze River Delta Region, mobilize the enthusiasm of social systematic participation, build a multi-subject participation mechanism for the integration of higher education development in the Yangtze River Delta Region, and improve the legal system and evaluation system.We should build a coordination and incentive mechanism for the integration of higher education in the Yangtze River Delta Region.
