新技术在电子政务中的创新应用及对中国的启示——《2018联合国电子政务调查报告》解读之五

摘要
新技术极大地推动了各国社会生产力的发展和生产关系的重塑,为全球未来公共治理创造巨大机遇,同时也存在一些不容忽视的风险挑战。中国要借鉴新技术在国外电子政务中的创新应用情况,主动把握公共治理变革机遇,全面应对风险挑战。对此,一是要更加重视自主可控的关键技术研发,牢牢地掌握自己的"命门";二是加快政府职能转变,推动建设人民满意的数字政府;三是进一步完善数据治理,发挥数据资源的战略价值;四是营造更加有弹性、包容性和可持续的电子政务发展环境。
New technologies have greatly promoted the development of social productivity and the remodeling of production relations in various countries,and created huge opportunities for global public governance in the future.At the same time,there are some risks and challenges that cannot be ignored.China should learn from the innovative application of new technologies in foreign e-government,take the initiative to grasp the opportunities of public governance reform,and comprehensively respond to risks and challenges.In this regard,the first is to pay more attention to independent and controllable key technology research and development,firmly grasp their own "vital gate";Second,speed up the transformation of government functions and promote the construction of digital government that the people are satisfied with;Third,to further improve data governance and give full play to the strategic value of data resources;Fourth,we will foster a more resilient,inclusive and sustainable environment for the development of e-government.
