浅析我国乡镇法治政府的制度建设

摘要
乡镇政府作为基层政府,在上级政府与基层群众之间起着桥梁与纽带作用,是法治中国建设进程中的重要一环。十八大以来,党中央全面推进和践行依法治国战略部署,十九大又进一步为法治政府建设作出系统的规划。为响应党中央的号召,我国乡镇政府必须从本地区所面临的制度性问题出发,立足于依法行政这一根本,贯彻创新、协调、绿色、开放、共享的新发展理念,完善依法行政制度体系,全面依法履行乡镇政府职能,加强乡镇政府决策的科学化、民主化、法治化,推进法治政府制度建设的系统性升级。
As a basic level government,the township government,a vital link between the higher level government and the lower one,plays an important part in the process of Chinese law construction.In the 18 th and19 th National Congress of the Communist Party of China(CPC),a systematic plan for the construction of a government under the rule of law were totally arranged.In response to the call of the party central committee,township government in our country must embark from the practical problems in the local region and put forward the countermeasures to solve problems existing in the areas such as the legislation system,administrative function aspects,the professional qualities of public servants and so on.Besides,based on the fundamental of administration according to law,the township government should carry out some new developing ideas--innovation,coordination,green,open,sharing,improve the system of administration according to law,carry out the functions of township government fully in accordance with law,strengthen the democratization and legalization of decision-making,improve township civil servants of the rule of law thinking and practical ability by regular training,and thus promote government's systemic upgrade in the construction of the rule of law.
