摘要
自20世纪90年代以来，国际反倾销案件数量越来越多，这不排除部分国家为保护某一产业而忽视公共利益、滥用反倾销措施的情况。反倾销在保护进口国部分集团利益的同时，势必对其他利益集团带来损害。本文提出的反倾销税的适度征收就是要在平衡进口国有关各方利益的基础上，如何实现进口国公共利益的最大化。
在当前国际反倾销案件中，绝大部分产品涉及中间产品。我国现有反倾销案件的涉案产品就都是中间产品。中间产品反倾销税的征收要比最终产品反倾销税的征收复杂得多，它不仅仅影响到倾销产品的国内竞争生产商，还影响到该产品的上下游生产者、最终产品的消费者。因此探讨中间产品反倾销税的适度征收问题更具有理论意义和经济意义。
本文建立了一个存在产业保护偏向的中间产品反倾销税的适度征收模型，这是因为在一般情况下，不同产业、不同利益集团在一国经济政策中受到的重视程度可能不一致，而存在着一定的偏向。在这种产业保护偏向下讨论反倾销税的适度征收，具有一定的现实性。
Since 1990s, the quantity of international anti-dumping cases has been getting more and more. Some countries may ignore public interests and abuse anti-dumping measures for protecting particular industries among these cases. The anti-dumping measures certainly will bring harm to other interest-groups while protecting the interests of importer-group. This article puts forward the conception of appropriate collection of anti-dumping duty which explains how to maximize the public interests of the import country on the basis of the balance between the producers of import-competitive products, relative industries and customers.
Among the present international anti-dumping cases, most anti-dumped products involve the semifinished products. The collection of the anti-dumping duty of the semifinished products is much more complicated than that of the final products. It does not only merely influence the domestic competitive manufacturers of the import country and also influences the producers of the relative industries and consumers of the final products directly. So it is of certain meaning of theory and economics to study in appropriate collection of the anti-dumping duty of the semifinished products.
This article sets up a model of the appropriate collection on the basis of the industry-protectional deviation. In general cases, the proportion of different industries, different interest-groups in a country's policy system are not unanimous. There must be some deviation. So it is of certain realistic meaning to discuss the appropriate collection of anti-dumping duty under the industry-protectionism deviation.
