摘要
本文在分析陕西省农村经济社会发展特点的基础上，揭示了
农村公路与农村经济社会发展间的十大关系。通过对陕西省农村
公路发展历史轨迹与现实状况的剖析，论述了农村公路发展的适
应性。在构筑农村公路交通发展水平综合评价指标体系之基础上，
以价值分析法综合评价了陕西与发达省份间农村公路之差距及其
产生原因。本文深入探讨了战略研究模式、特征、内容、程序与方
法，运用三维视域全景分析法，系统地研究了陕西农村公路发展战
略环境，提出了农村公路发展“三步走”的战略思路；以灰色关联度
分析法客观把握影响因素，提出并运用类别分析和间接推算方法，
对陕西农村公路交通需求进行了分析预测，同时还建立了多种数
学模型，分析确定农村公路发展的合理规模和各个战略阶段的建
设重点。在研究陕西农村公路建设、养护和管理历史与现实之基础
上，明确提出了全省农村公路发展之五条战略方针与十项指导原
则。最后本文还针对陕西农村交通需求和经济社会发展特点，提出
了制订农村公路技术经济政策的“四项基本原则”，为确定适宜的
技术标准提供了参考依据。
Based on the studies of the characteristics in the process of the econom-
ic and social development of Shaanxi province, this paper has revealed the
ten kinds relationship between highway construction and economic increase
and social improvement in the rural areas. After investigating the historical
track and its subsistent circumstance of the rural highway of Shaanxi
province ,thepaper has also analysed its adaptability. Established the evalu-
ate indexes system of the development level about the rural highway traffic,
the author has, by means of value analysis, comprehensively analysed the
difference between Shaanxi and the developed provinces (e. g. Shandong
province) of the country and why the reason is that. The paper has dis-
cussed the strategic modes and its characteristics ,contents ,procedures ,and
methods too. With the help of three ?demension overall view analysis , the
paper has systematically examined the strategic environment of the rural
highway development in Shaanxi province ,and put foreward hree tep?
development conception. By means of Greyelated.Degree analysis, the
author has also made known objectively the influential factors ,forecast the
traffic demand in the rural areas of the province through category analysis
and indirect conversion. Set up mathmatical modeN ,established the proper
scales of the rural highway development and the construction stress in the
different stages of strategy , and come up with the Give strategic policies?
and 搕en guiding principles?for the rural highway development on the basis
of the studies of the historic and present conditions of highway construc-
tion , mentenance and management in Shaanxi Province. At the end of the
paper ,the author ,with the consideration of the rural traffic demand and e-
conomic development, proposed the pour basic principleseor laying down
the technical and economic policies , and established the reference basis for
the formulation of adequate technical siandards in the highway construc-
tion.
