项目融资在西安市水务设施建设中的应用

摘要
本论文选题源于指导老师承担的西安市科委科学研究课题《西安市城市基础设施建设采用项目融资方式的风险分析与管理》。西安地处水资源匮乏的关中地区,如何推动陕西省西安市城市水务设施建设投资的变革和产业的发展,也成为值得一个深入研究的问题。
     论文旨在为西安市成功进行项目融资提供有效的理论支持,并在此基础上设计在西安市城市水务设施建设中适宜的项目融资模式。在详尽的社会调查基础上,发现在西安市水务设施建设中采用项目融资的关键—水价;接着建立设施企业与政府管理者之间的博弈模型,求解得出政府为确保社会公众利益而设定的最高限价。通过实际案例的项目评价,分析指出在此最高限价下,项目融资有很大困难。因此,提出在西安市水务设施建设中采用项目融资的是一模式REO,这也正是本文的创新之处。
The topic of the thesis derived from a project launched by Xi'an Science and Technology Council. Since Xi'an locates in the Guanzhong Plain where water resource is scarce, how the construction of urban water utilities matches the development of the economy and society has drawn many people's attention, which is also this thesis is targeted.
    The role of the Municipal government in attraction of funds to the City of Xi'an has concerned many people. And such a role is focused on this thesis in theory. Through the full and clear investigations on the present urban water utilities in Xi'an, the water price has been found out to be an element in the research. Furthermore, a game between the utilities form and the regulator is formulated. And a solution on the highest price that the government sets to ensure the social welfare to the game model could be reached. But through a case study, under such a price, non-state investors cannot make a profit in the water utilities project. Hence, a proper module of project financing should be worked out to construct the water utilities, i.e. REO, which is the novelty in the thesis.
