我国号码携带技术方案研究

摘要
号码携带(NP,Number Portability)是电话网络智能化后实现的一项增值业务,办理该业务的用户能够实现在新装电话、迁移时,不改变原来的电话号码,实现号码携带业务功能。
     实施号码携带的意义在于:提高号码资源利用率,保障电信消费者权益,提高市场竞争效率,降低整体服务成本,提升各运营商的自主创新能力和差异化服务能力。
     本文从号码携带的总体情况、号码携带网间路由技术、号码携带数据库访问技术、号码携带数据库设置方式、号码携带数据库及其管理系统的设计几个方面,介绍了号码携带技术,其中着重的介绍了号码携带网间路由技术、号码携带数据库访问技术、号码携带数据库设置方式这三个技术方案。
     网间路由技术介绍了发端运营商网络查询数据库和被叫号码拥有网络查询数据库的技术方案。并比较了两种方式的优缺点。
     号码携带数据库访问技术介绍了信令中继方案、智能网方案,之后着重介绍我国的改造HLR方案,简述了其呼叫建立方式。
     号码携带数据库设置方式介绍了集中式数据库和分布式数据库的设置方法,比较了两种方式的优缺点。
     本文结合通信技术与软件工程思想,对号码携带技术的细节进行了探讨,并给出了笔者认为适合我国通信网现状的技术方案,具有一定的学术价值和现实意义,希望对我国号码携带技术的发展,有一定的推动作用。
Number portability is a value-added services of the intelligent telephone network.Userswho want to change a telecommunication service provider can easily handle the business inthe new phone and migration without changing the original telephone number.
     The significance of the implementation of number portability is obvious. It canimprove the utilization of number resources, enhanced safeguard the telecommunicationsinterests of consumers, improve the efficiency of market competition and reduce the overallcost of services to enhance the operator's capability of independent innovation anddifferentiated service capabilities.
     In this article, we introduce an overview of number portability and number portabilitygateway routing technology, the number portability database access technology, a method toset number portability database and the number portability database management systemdesign aspects. This article, we focuses on the first three aspects.
     Network routing technology introduced the technology of database accessiblity betweenSP and called numbers. We also compare the advantages and disadvantages between them.
     Database access technology of number portability contains the technologies of signalrelay technology, the intelligent network technology, and highlights of the transformation ofHLR technology. In the end, we introduce how to setup a call using this technology.
     The configuration of number portability database has two patterns, centralized databaseand distributed database. We do the test and comparation between these two methods.
     In this paper, we combine the idea of communication technology and the thought ofsoftware engineering in discussing the technical details of number portability. And we comeup with a solution of China's communications network technology which has a kind ofacademic value and practical significance. Finally, we hope this paper can do something to thedevelopment of China’s number portability technology.
