摘要
传统的研究与开发(R&D)投资管理研究，大多针对R&D投资管理过程中的某一方面展开，把R&D活动与企业其它生产经营活动隔离开来，忽视了R&D活动的战略意义。本文从培植航空企业核心能力的角度，在界定研究与开发、核心能力等基本理念及其相互关系的基础上，结合实地调查，较为深入地分析了航空企业研发投资过程中存在的问题及其产生的原因，提出了基于核心能力培植的航空企业R&D投资策略，进而结合航空企业实际，提出了这一策略的实施和管理方法并辅之以案例说明。本文旨在从核心能力构筑和培育的战略高度来引导R&D投资行为，提高航空企业R&D投资管理水平。
本文的研究工作主要集中在如下方面：
1．把核心能力理论运用于企业R&D投资管理，提出了基于核心能力培植的企业R&D投资管理策略，即从核心能力构筑和培育的战略高度来引导R&D投资活动。重点探讨了“认识核心能力——构建核心能力——运用核心能力理论进行R&D投资管理”这一增强企业核心竞争力的解决研发投资问题的路径。
2．从R&D投资的角度分析了核心能力的特点及战略价值，阐述了R&D投资管理与核心能力间的互动关系。
3．在阐述基于核心能力培植的企业R&D投资管理实施方法的基础上，提出航空企业应从R&D投资强度与结构的合理安排出发，采用实物期权理论等先进的R&D投资评估方法与过程管理手段来实施基于核心能力培植的R&D投资策略。
Traditional researches on R&D investment management mostly focused on a certain facet of R&D investment management. They separated R&D from other activities in the whole business and thus neglected the strategic meaning of R&D. Beginning from the definition of R&D and core capability, this paper analyses the existing problems that aviation enterprises are encountering in the process of R&D investment management, educes the strategy of R&D investment management which is based on core capability cultivating, and then illustrates the implementation of the strategy. At last, a concrete case is used to show the usage of the strategy. The intention of this paper is to guide R&D investment from the point of view of core capability cultivating and thus to improve on R&D investment management of aviation enterprises.
The innovation of this paper can be summarized as follows:
1. This paper originally applies the theory of core capability to R&D investment management and suggests that R&D investment management should be based on core capability cultivating. It probes into a whole solution to R&D management: firstly, identifying the core capability; secondly, making up the core capability; lastly, using core capability to guide R&D investment management.
2. This paper expounds the traits of core capability from the points of view of R&D investment management and points out that R&D investment management and core capability can act on each other remarkably.
3. This paper illustrates the implementation of R&D investment management strategy which is based on core capability. To implement the strategy, aviation enterprises should plan the structure and scale of their R&D investment rationally, and adopt advanced methods of R&D project evaluating and R&D processing management.
