集体林区森林善治的理论及其组成要素的研究

摘要
本论文根据国内外正在兴起的治理理论和方法,在比较全面、深入分析了国内外治理理论和实践的基础上,结合集体林区社会、经济、自然、特别是森林资源的特点和集体林区森林治理方面存在的问题,提出了对森林善治进行研究和实践,对集体林区森林善治理论及其组成要素进行了探讨。
     论文确定了以森林善治相关理论及其组成要素为主要研究内容,以我国南方集体林区为面,贵州等相关区域为点,点面结合,采取引进、消化吸收、创新的方式,调查、分析、综合的方法进行研究的技术路线,为本研究奠定了基础。论文在对研究成果进行分析的基础上,主要论述了下列内容:
     论文对我国集体林区森林资源的特点、地位和作用,以及森林资源管理现状进行了阐述,结合社会发展对森林资源的要求和任务,重点分析了我国集体林区森林资源管理存在的主要问题,探讨了改进森林资源管理的迫切性,提出了森林善治可以作为改进集体林区森林资源管理,实现科学经营的一个途径。
     论文总结了集体林区森林善治的概念、目标、意义和内容,提出集体林区森林善治是以和谐为目标、协调为手段、兼顾各方面利益,促进林区人民持续增收、林区社会发展、森林资源稳定、健康、可持续,发挥最大功能和效益的理念与模式。
     论文分析了集体林区森林善治总体构成、组成要素及其关系和存在的问题。在此基础上,分别对政府、企业、个人和第三部门等主要的组成要素的地位、作用和主要问题进行了比较深刻而广泛的论述,为进一步研究、探讨解决对策奠定了基础。
     论文进一步探讨了实施集体林区森林善治的对策,分别在科学经营和管理森林资源、转变政府职能、培育富有竞争力和社会责任感的企业和林农、发展规范运作的第三部门、加强政府、企业(个人)和第三部门的合作等方面提出了符合集体林区森林管理实际和需要的具有可操作性的解决方法。
     论文最后对所研究的内容、提出的观点、方法进行了概括和讨论,并指出了研究存在的不足。
The paper discussed the theory of good governance in collective forest area and its component elements. The governance theory and its method are on the rise both in domestic and foreign research, but the paper extended the discussion to society, economy, and nature in collective forest area, and especially to the forest resources characters, which make it a valuable contribution in both theory research and operation guidance in the matter of the followings: to enrich the idea and the content in forest resources management, to realize the scientific concept of development of forest resources management, to promote the harmonious and coordinated connection among various essential factors in forest resources management, and further to coordinate and mutually promote the development of forest resources and the development of society, economy, environment, and the nature.
     Based on a comprehensive and thorough analysis both domestic and foreign governance theory and practice, the paper practically analyzed the problems in collective forest area government and proposed the research theory and practice method on good governance for collective forest area. The research in the paper covered large collective forest area in southern China with aggregated data and relatively small collective forest area in Guizhou with detail data, and illustrates the application of local experience to the entire area. With introduction and absorption of new theory, in an innovation way, the paper conducted investigation, analysis, and synthesis in technical method, and mainly elaborated the following subjects:
     The paper described the characters, the status, the functions and the current government practice in collective forest area in China, analyzed the existing issues in these areas in the wave of requests to forest resource along the social and economic development, discussed the urgency to improve forest resources management, and proposed good governance as a scientific way to amend collective forest area management.
     The paper summarized the concept, the goal, the significance and the content of good governance in collective forest area, and proposed the most efficient idea and models to sustainably increase income for people in the forest area, and develop forest area society in stable, healthy and sustainable methods, by taking the harmony as the goal, by taking coordination as the way, and by properly handling benefits among various parties.
     The paper analyzed the overall constitution, the component elements and their relations, and the existing issues of good governance in collective forest area, and fully and profoundly discussed the status, the function and the major issues for government, enterprise, individual and the third party as main component elements, which established the foundation on further study of solutions.
     Moreover, the paper discussed the policy to implement good governance in collective forest area, and proposed the policy to coordinate various parities and to promote harmonious development. Based on this, the paper concluded with feasible solutions to practically conform the development in collective forest area: scientific concept of development and management on forest resources, transformation of government functions, cultivation of competitive enterprise (individual) with social responsibilities, development of the third party to follow standard regulation, and enhancement on cooperation among the government, the enterprise (individual) and the third party.
     The paper finally concluded with ideas and methods on good governance in collective forest area by summarizing analysis of governance theory and good governance theory, society and economy development in collective forest area, the status of forest resources, constitution and component elements analysis of good governance in collective forest area, the existing issues and countermeasures, and the shortcoming of the research respectively.
