烟草物流系统的整合优化研究

摘要
在当今国际化竞争环境下,我国烟草行业“大市场、大企业、大品牌”发展战略的实施,使其必然面临全球范围内来自成本、效率、服务水平等方面的压力与挑战,而随着物流业在经济体系中的重要作用日益突显,对支撑烟草行业全过程运营的物流实施有效整合是提高其核心竞争力的重要途径。
     为了积极应对市场竞争的需要,结合我国烟草行业现状,以省级烟草系统为研究单位,通过统筹规划、分布实施,整合现有的烟草物流资源,并按照现代物流的要求,通过对烟草物流系统的整合优化,构建高效的物流网络、先进的物流信息平台以及现代化的物流组织体系。综合分析烟草工业、商业物流系统并实施整合,提高物流效率、降低物流成本、提高物流服务质量,建立和完善烟草独特的物流服务体系,促进我国烟草行业持续稳定健康发展,提高其总体竞争力。
     本文通过实际调研与文献分析,综合应用物流系统整合理论、供应链整合理论、数学规划等理论与方法,在深入研究烟草物流系统现状的基础上,剖析了烟草物流系统整合策略的深刻内涵,提出了烟草物流系统整合度的概念,并建立整合度效应模型,证明最佳整合度的存在性。其次,分别从烟草工业物流系统、商业物流系统和工商物流系统整合出发,建立了以物流网络为着眼点的数学模型,并设计混合编码遗传算法对其进行求解。总之,全面、系统地开展烟草物流系统整合研究,探索从根本上解决烟草物流问题的途径,不仅具有解决基于成本、效率和服务水平等方面问题的重要现实意义,研究成果也可将为丰富物流理论体系做出积极贡献。
     论文主要研究工作的创新点,具体体现在以下方面:
     1.论文在烟草物流系统理论研究中,分析了烟草物流系统整合的内涵、特征、目标及原则,提出了“以物流网络为基础,以物流组织为能力保障,以物流信息为技术支撑”的指导思想,从烟草物流网络、物流组织和物流信息三方面论述了系统整合的内容以及三者的逻辑关系。最后,提出了烟草工业物流系统、商业物流系统、工商协同物流系统三种整合类型,并对三者进行对比,确定三者的使用范围。既为解决烟草物流问题提供了理论依据,也对其他行业研究物流系统整合问题具有一定的参考价值。
     2.论文创新性工作在于提出物流系统最佳整合度的概念,建立了基于物流网络、物流信息和物流组织中存在悖反规律的整合度效应模型。并以此为切入点,实现烟草物流系统的合理优化,为我国烟草行业的健康持续发展,提供具有理论价值和现实意义的解决方案。
     3.论文在烟草物流系统整合优化分析过程中,以物流网络为着眼点,分别针对烟草工业物流系统、商业物流系统和工商物流系统整合建立了定量化模型,并采用不同形式的遗传算法进行算法设计和求解。同时以某省烟草物流系统的原始资料对模型进行了实证研究,验证了研究成果的科学性和可操作性。
     本文中共有图52幅,表59个,引据参考文献172篇。
Under the current international competitive environment, the tobacco industry of China should carry out the development strategy of "large market, big business and well-known brand", while it may face the pressures and challenges of cost, efficiency, service level and other aspects in the global market. With the increasingly importance of logistics industry in the economic systems, an important approach to improve the core competitiveness is to effectively integrate the logistics supporting whole operation of tobacco industry.
     In order to actively face the needs of market competition and according to the current situation of tobacco industry, the existing tobacco logistics resources are integrated through the comprehensive planning and fractional implementation based on the research unit of provincial tobacco system. Meanwhile in accordance with the requirements of modern logistics, the efficient logistics network, advanced logistics information platform and modern logistics management systems are constructed by integrating and optimizing the tobacco logistics systems. The comprehensive analysis and integration of the tobacco industry and business logistics systems would enhance logistics efficiency, reduce logistics costs, increase the quality of logistics service and establish and improve the unique service system of tobacco logistics so as to promote sustainable and stable development of our tobacco industry and to improve its overall competitiveness.
     In this thesis, under the practical survey and literature analysis and with comprehensive application of such theories and methods as logistics systems integration, supply chain integration, mathematical programming and other theories, the author made a deep study of the current situation of tobacco logistics systems, analyzed the profound meaning of integration strategy of tobacco logistics systems, put forward the concept of integration degree for tobacco logistics systems, established the effect model of integration degree, and proved the existence of optimal integration degree. Secondly, according to the respective integration of the logistics systems of the tobacco industry, business logistics systems and industrial and commercial logistics systems, the author established a mathematical model based on logistics network, designed and solved the hybrid-coded genetic algorithm. In short, carrying out a comprehensive, systematic research of tobacco logistics system integration and exploring new ways to obtain a fundamental solution of the tobacco logistics problems have important practical significance to solve problems based on cost, efficiency and service levels, at the same time the research results can also enrich the theoretical systems of logistics.
     The research innovations in this thesis are as follows.
     1. In the theoretical studies of the tobacco logistics systems in this thesis, the author analyzed the meaning, characteristics, objectives and principles of integrating tobacco logistics systems, put forward the guiding ideology of "depending on logistics network, logistics information and logistics organization"and discussed the framework for system integration from such three aspects as the tobacco logistics network, logistics information and logistics organization as well as the logic among the three. Finally, the author put forward three kinds of integration models of tobacco industry logistics systems, business logistics systems, and industrial and commercial logistics systems, and figured the applying field of the three types by comparison. This may not only provide a theoretical basis to solve the problems of tobacco logistics, but also have some reference value on the integration study of logistics systems in other industries.
     2. The innovation of this thesis is the first proposal of the concept of optimized integration degree for logistics systems. The effect model of integration degree with paradoxical laws based on the logistics network, logistics information and logistics organizations was established. And according to this model, the reasonable optimization of tobacco logistics systems could be achieved, which may provide a solution with theoretical value and practical significance to the healthy and sustained development of China's tobacco industry.
     3. In the integration and optimization analysis of tobacco logistics systems, the quantitative models for the integration of the tobacco industry logistics systems, business logistics systems and industrial and commercial logistics systems were established respectively based on the logistics network, and the algorithm design and solution were made through different genetic algorithm. The model was studied with the original data of certain provincial tobacco logistics systems, which proved the scientific and operable characteristics of the research findings.
     In this thesis, there are 52 graphics,59 tables and 172 pieces of references consulted.
