义务教育信息管理系统的设计与实现研究

摘要
当前中国的劳动力(农民工)在全国范围内大量流动,其子女也随之流动,应接受义务教育的人口呈现巨大的流动性。在教育均衡、农村义务教育、农民工子女教育等受到政府和社会的高度重视和关注,义务教育投资体制不断变革,国务院开始实行西部贫困地区义务教育经费保障机制改革,国家对一些地区实行“免费教育”之际。传统的手工或单机管理的义务教育信息管理模式已不适应教育发展的需要,迫切要求有一套网络化、一体化的义务教育管理系统来实现对义务教育信息的管理。
     计算机和互联网的广泛应用和发展,使义务教育管理信息化成为可能。义务教育信息管理系统是为满足大范围(一个省乃至全国)的义务教育信息管理;为义务教育提供信息化,一体化管理而开发的信息管理系统。该系统基于B/S模式,无需要客户端,操作简单方便;支持大容量用户同时在线访问,具备义务教育人口管理、学校教务管理、学生学籍及流动管理、学生成绩及德育管理和校产管理等系统,同时满足学校和各级教育行政部门对义务教育的管理需要。为政府进行义务教育资源配置、划拔义务教育经费提供准确依据。
     本项目的目标是通过开发一个集成化的义务教育综合管理系统,满足教育行政部门对辖区内义务教育人口信息的管理、对中小学校人事、校产的监控,中小学校对校务、教务的管理,中小学生流动管理等的需要。并与现在我省中小学校普遍应用的中考管理系统、基础教育统计系统相衔接(数据共享),实现义务教育信息管理一体化、自动化。实现义务教育管理信息系统从单机管理向网络化管理转换、从辅助管理向辅助决策转换。建立义务教育学生信息管理平台,探索一种以互联网为基础的义务教育信息管理模式。通过这种新的管理模式,使义务教育管理突破时空限制,提高工作效率和管理水平,为义务教育均衡发展创造条件,促进义务教育向着公平的目标迈进。
     本文首先概述了该项目开发的背景、现状分析、系统的实现目标。并对本系统在选型及开发平台工具的确定等方面进行了技术路线分析,并对开发平台和技术进行了概述。本系统选用微软公司SQLServer2000开发后台数据库,以Eclipse3.1作为前台开发工具,系统构架采用J2EE技术实现高可移植性。系统经过测试和运行后表明,该系统已经基本实现了功能,可以为各级教育行政部门和中小学校提供信息化管理平台,为义务教育阶段学校、学校各部门提供良好的教育管理环境。
     本文的第三章至第五章为该信息管理系统开发的需求分析、系统设计分析和具体设计部分。此部分针对义务教育管理的业务流程,提出了系统设计的思路及目标,对系统整体功能作了分析,并对业务流程进行了建模,进一步描述了系统的子系统功能,系统部分用例设计,数据库建模等作了分析;信息管理系统的设计部分主要对系统建模过程中系统的用例建模和数据库设计所使用的部分类图、部分交互图作概述,并对数据库设计中表与表之间的关系进行了描述;信息系统的实现部分对系统进行界面组织、各系统功能模块界面设计,并对系统的具体实现与应用作了阐述和实例展示。
     本系统的设计和实现,可以使义务教育阶段学校的管理工作从原来的半手工半计算机处理的状态中解脱出来,实现高效的计算机综合管理,为学校的教育改革和教育信息化服务。为义务教育管理城乡一体化、中小学校园工作信息化、管理事务一体化、应用环境网络化和系统运作自动化跨出了扎实的一步。
With the development of equilibrium of education, more and more importance and attention are attached to rural compulsory education and the education of the children of peasant-oriented workers by the government and society. Chinese labor force flows in the sphere of nation-wide in large quantities, as well as the children who should receive compulsory education. Compulsory education investment system is transformed continuously. The State Council begins to implement the reformation of the compulsory education fund guarantee system in poor western rural area. Free compulsory education is being carried out in some area. Traditional single machine information management pattern or handwork management pattern of the compulsory education can not meet the development of education. A set of net-oriented and unificational Compulsory Education Information Manage System (CEIMS) is needed urgently to implement the management of the compulsory education.
     The extensive development and the application of computer and internet make it possible for the compulsory education management to become information-oriented. Campus Education Information Manage System is based on the pattern of B/S. It doesn't need Client Terminal; can be operated simply and conveniently; supports large quantity of on-line visit for multi-users at the same time; can satisfy compulsory education information management in a large scope (a province and even nation-wide); can offer informationalization and unifinicationalization management; includes Compulsory Education Population Management System(CEPMS), School Administration Management System(SAMS), Student Status Management System(SSMS), Students in- and- out Management System(SIAOMS), Student Record Management System(SRMS) and School Property Management System(SPMS); can satisfy the management of the compulsory education for school and the different education administrative departments; can offer an accurate gist for government to carry out the resource disposition and appropriate compulsory education funds.
     This article has first outlined this project development background, the present situation analysis, the system development construction goal. And and developed the platform tool to this system in the shaping indeed to grade the aspect to carry on the technical route analysis, And to developed the platform and the technology has carried on the outline. This system uses Microsoft SQLServer2000 to develop the database of backstage supporter and uses Eclipse3. 1 as proscenium developing tool. The systematic structural frame uses J2EE technology to realize high transplant-ability. After testing and operating, it shows that this system has realized its function basically and offered an information management platform for middle school and primary school as well as education administrative departments. At the same time, it can offer good educational management environment for the schools as well as the departments of the schools. It is needed to establish the Compulsory Education Information Management (CEIM) platform and explore an internet-oriented information management pattern of the compulsory education to make the management of compulsory education break through the restriction of time and space and improve working efficiency as well as the level of management.
     This article third chapter to fifth chapter for this information system development demand analysis, concrete design, implementation part. This part in view of compulsory education service flow, proposed the system design mentality and the goal, have made the analysis to the system integrated function, and has carried on the modelling to the service flow, further to the system subsystem functional description, the system part with the example design, the database modelling and so on has made the analysis; The information system design part mainly for the system modelling process in systematic the part class chart, the part interactive chart which used with the example modelling and the database design has made the brief outline, and between the table and the table relations has carried on the description to the database design in; The information system realization part separately carries on the contact surface organization, various system function module contact surface design to the system, and with should serve as the elaboration and the example demonstration to the system concrete realization.
     This system of design and realization, can make compulsory education stage the management of the school work set free from originally of the half handicraft half calculator the processing of the appearance, realization efficiently of the calculator be comprehensive management and pursue studies the education reform of school and education information-based service.Turn for the compulsory education management city country integral whole, primary and junior high school campus work information-based, management the business integral whole turn, application the environment network turn with system operation automation across firm of one step.
