城乡居民社会养老保险管理信息系统的研发

摘要
国家高度重视覆盖城乡居民的社会保障体系建设,近几年连续出台了一系列政策举措,意在全国范围内实施城乡居民养老保险制度,全力推动各地城乡居民养老保险工作的开展,数亿城乡居民已纳入社会养老保险体系,我国覆盖城乡居民养老的社会保障体系制度已基本建立。城乡居民社会养老保险制度作为我国社会保障制度的重要组成部分,对于维护社会稳定、保障民生、构建和谐社会具有十分重要的意义。
     社会保障是我国一项重要的保障制度,其信息化建设水平相比较之前,已经有了突飞猛进的发展。社会保障事业对信息化的需求日益强烈,不断有新的技术,科学的管理方法,充实到社会保障事业信息化的进程中,也对其信息化建设提出了更高的要求、更大的挑战。随着城乡居民社会养老保险制度不断健全,参保人数不断增大。城乡居民养老保险参保人数众多,地域分散,参保缴费灵活,权益记录和待遇保障周期长等特点与实际业务承载能力的矛盾也越来越突出。因此建设规范统一的城乡居民社会养老保险管理信息系统,是社会保障事业信息化发展的必然规律、客观要求,是实现城乡居民养老保险业务规范化和现代化、推进社会保障事业发展的重要举措。
     本文在严格遵守人力资源和社会保障部针对社会保障系统规范的前提下,经过分析城乡居民社会养老保险业务的实际需求和业务流程,并结合软件工程的思想,采用面向对象的UML进行建模,设计和实现了旨在以统筹城乡社会保障为目标,与城乡居民养老保险制度发展相适应,系统功能较为完善并支持城乡居民养老保险业务的管理信息系统。
     本文在明确了系统项目背景及需要面对的问题后,完成了系统的需求分析。采用面向对象的方法,使用业务领域分析、用例图、活动图详细分析并阐述了系统的功能需求。基于需求分析结果,完成了系统架构的选型及设计。详细描述了系统设计目标和原则,从技术架构和功能架构两方面进行了详细阐述。技术架构部分从系统架构、网络架构、安全方案及部署架构等四方面进行设计及阐述。以实用性、安全性、可扩展性等为目标,确定选用J2EE框架,采用B/S/S三层体系架构。在功能架构设计中,分析了系统的功能组成,并根据业务功能对业务领域进行了划分。在进行系统的详细设计时,从系统建模及数据库设计两方面开展工作。采用建立类图、时序图及活动图的方法,对业务进行详细分析设计。并根据系统建模的结果,完成了数据库的概念设计及逻辑设计。最后,针对系统实现的开发过程,以一个功能为例进行了详细的描述。
Country attaches great importance to building the social security system covering both urban and rural residents, continuous issued a series of policy steps in recent years, to a nationwide implementation of urban and rural residents endowment insurance system, to promote urban and rural residents endowment insurance work, hundreds of millions of urban and rural residents has been incorporated into the social endowment insurance system, covering both urban and rural residents endowment system of social security system in China has been basically established. Urban and rural residents of social endowment insurance system as an important part of social security system in our country, to maintain social stability, safeguard the people's livelihood and building a harmonious society is of great significance.
     Social security is an important security system in our country, the informationization level compared with before, has been developed by leaps and bounds. Social security undertakings growing demand for information, constantly have new technology, scientific management methods, enrich the social security is in the process of enterprise informatization, the informatization construction also put forward higher requirements and greater challenges. With the sound system of social endowment insurance urban and rural residents, ginseng growing in number. Urban and rural residents endowment insurance ginseng protect a significant number, geographical dispersion, protect capture flexible, safeguard rights records and treatment cycle is long, etc and the actual business carrying capacity of the contradiction is becoming more and more prominent. So construction specification unified urban and rural residents of social endowment insurance management information system, is an inexorable law governing social security enterprise informationization development and objective demands, is to realize the urban and rural residents endowment insurance business standardization and modernization, promote the development of social security undertakings.
     Strictly abide by the ministry of human resources and social security is presented in this paper based on norms under the premise of the social security system, through the analysis of the actual demand of urban and rural residents social endowment insurance, and business processes, and combined with the thought of software engineering, adopts the object-oriented UML modeling, the design and implementation is designed to balance urban and rural social security as the goal, to adapt themselves to urban and rural residents endowment insurance system development, system function more perfect and support business management information system of urban and rural residents endowment insurance.
     After clear the system after the project background and the facing problems, complete the demand analysis of the system. Using object-oriented method, using business analysis, use case diagram, activity diagram, detailed analysis and expounds the system's functional requirements. Based on the requirement analysis, completed the selection and design of system architecture. Described in detail the system design target and principle, from two aspects of the technical architecture and function architecture in detail in this paper. Technical architecture part from system architecture, network architecture, security plan and deployment architecture and so on four aspects to carry on the design and detail. Aimed at practical, security, scalability, etc, the selection of J2EE framework, adopt B/S/S three layer architecture. In the functional architecture design, analysis of the system function, and according to the functional areas of business for the business. In carries on the detailed design, system from two aspects of system modeling and database design. By establishing a class diagram, sequence diagram and activity diagram method, carries on the detailed analysis design for business. And according to the result of system modeling, and completed the database concept design and logical design. Finally, in view of the development process of the system implementation, with a function as an example carried on the detailed description.
