应对突发事件的弹性供应链研究

摘要
近年来,突发事件的频发,经济的全球化,外包业务的增多,再加上精益生产理念的盛行,使得供应链越来越脆弱,客观上要求研究如何应对突发事件给供应链造成的冲击的理论和方法,以指导供应链设计和实践,使其在最低的成本下能快速有效地从中断事件中恢复。综观国内外学者的观点,普遍认为在突发事件频发的当今,供应链弹性研究是一个意义重大,但是研究却很缺乏的领域,当前有关供应链弹性的理论研究才刚刚起步,系统研究非常缺乏。本文正是基于此,以系统论、协同论、集成论、突变论、物流与供应链管理理论、博弈论等为理论基础,围绕应对突发事件的弹性供应链的构建、运作机制、弹性测评展开研究,试图揭示突发事件的演化机理,剖析突发事件对供应链的影响,构建应对突发事件的弹性供应链,阐述其运作机制,分析供应链弹性的影响因素,提出供应链弹性测评方法和弹性测评指标体系,并结合制造业的一家跨国公司进行弹性测评。全文由八章组成,具体研究内容如下:
     第一章在综述国内外文献的基础上提出本研究的背景、目的与意义。
     第二章分析了突发事件的概念、特征、分类及其演化规律,重点剖析了突发事件的演化机理、扩散路径及演化周期。
     第三章探讨了一般供应链的风险主要来源,包括企业内部、企业间、供应链外部三个方面,分别指企业内部的过程风险和管理风险;企业间的需求风险和供应风险;供应链外部的环境风险。接着归纳了基于突发事件的供应链的风险类型:信息风险、金融风险、物流风险和组织风险。并对两者的风险类型进行了比较和分析。同时,结合现有研究成果,总结了突发事件对供应链的影响因素。在此基础上,提出了突发事件影响下的供应链风险测评指标体系,并通过示例用模糊综合评价的方法,对基于突发事件的供应链风险的测评步骤进行了说明。最后阐述了弹性供应链系统在应对突发事件时所发挥的作用。
     第四章分析了应对突发事件的弹性供应链的需求主要有技术需求、资源稀缺需求和市场需求三个方面,提出了弹性供应链的设计过程中须遵循实用性、完整性、安全性和物流信息标准化四个方面的原则,进而从主体、客体、知识和技术四个层面提出了应对突发事件的弹性供应链的总体构架,并提炼了应对突发事件的弹性供应链的集成模式。最后提出了供应链管理系统的弹性提升策略。
     第五章首先探讨了应对突发事件的弹性供应链的响应机制,约束机制、信任机制、信息共享机制、合作机制以及激励机制的各自内涵、作用机理及实现方式,并对弹性供应链协调管理机制的形成过程进行了分析。其次,阐述了弹性供应链协调管理中五种重要的协调管理机制:决策协调机制、信任合作机制、响应机制、激励机制及约束机制,并对各机制的内涵以及建立进行了充分的论述。最后,论述了弹性供应链协调管理机制的运行,从运行模式、运行准则和运行方式上给出了弹性供应链协调管理机制的运行过程,从而系统地建立了一套完整的应对突发事件的弹性供应链协调管理机制,为供应链应对突发事件协调管理活动提供了保障。
     第六章构建了弹性供应链弹性框架模型,包括动荡、蓄意威胁、外部压力、资源限限制、敏感性、连接性、供应商和客户中断、采购柔性、订单实现的柔性、资产、效率、可视化、适应性、预测、恢复、分散、合作、组织、市场定位、安全、财务优势等21个因素,并用探索因子分析法提取为能力和脆弱性两个维度,并提出了供应链弹性测评的方法,分析了能力和脆弱性内部各要素相对重要性。
     第七章结合跨国企业,描述了供应链弹性测评方法的操作模式,详细描述了弹性供应链测评方法在该公司的具体应用,并对测评结果进行了深入剖析,最后针对弹性水平评价结果,对该公司提出了中肯建议。
     第八章总结归纳全文,指出本研究还须继续探讨的问题。
Recently, more and more emergencies, global economy, increasing outsourcing, popular lean manufacturing concept, more vulnerable supply chains that requires the research on theory and method of how to deal with these emergencies so as to guide the design and practice of supply chains, so they could recover quickly and effectively at the lowest cost. So far, it is thought that supply chain resilience research is a critical but deficiency field. The theory research just begins and the system research is deficient. Based on system theory, synergy theory, integration theory, catastrophe theory, logistic and supply chain management theory, game theory, this dissertation will research supply chain construction, operation mechanism, resilience assessment, try to reveal emergencies evolution theory and analyze the effect, construct resilience supply chain for emergencies, illustrate operation mechanism, analyze the factors which affect supply chain resilience, put forwards the supply chain resilience assessment method and resilience assessment index system, choose one international manufacturing factory to implement the resilience assessment. This dissertation consists of eight chapters as the following:
     In chapter one, the background, purpose and significance of the research is presented based on the conclusion of literatures at home and abroad.
     In chapter two, the concept, character, classification and evolution law of emergencies are analyzed and the evolution theory, diffusion ways, and evolution cycle are emphasized.
     In chapter three, the main source of the common supply chain risk, including within companies, among companies, out of supply chain are discussed. And they mean procedure risk and management risk within companies, demand risk and supply risk among companies, environment risk out of supply chain respectively. It concludes the supply chain risk types for emergencies:information risk, financial risk, logistic risk and organization risk. Compare and analyze the risk types of both. At the same time, conclude the emergencies effect factors to supply chains combining the present research results. On this basis, the supply chain assessment index system affected by emergencies is suggested, and the fuzzy comprehensive evaluation method is used to explain the assessment steps. Finally, the function of resilience supply chain system for emergencies is illustrated.
     The fourth chapter analyzes the requirements of resilience supply chain system for emergencies, which are technology requirement, resource scarcity requirement and market requirement. It is suggested that the four principles which are practicality, integrity, safety, and logistic information standardization must be followed during resilience supply chain design process. The framework which is from the subject, object, knowledge and technology aspects of resilience supply chain system for emergencies is proposed. Integration Patterns of resilience supply chain system for emergencies is extracted. Finally, the resilience promotion strategy of supply chain management system is suggested.
     The fifth chapter firstly discusses the response mechanism, regulating mechanism, trust mechanism, information sharing mechanism, cooperation mechanism and incentive mechanism and their connotation, function theory and implement mode of resilience supply chain for emergencies. Secondly, analyze the process of resilience supply chain coordination management mechanism; illustrate the five most important coordination management mechanisms which are decision making coordination mechanism, trust-cooperation mechanism, response mechanism, incentive mechanism and regulating mechanism of resilience supply chain cooperation management; discuss their connotation and construction respectively. Finally, the operation of resilience supply chain coordination management mechanism is discussed, resilience supply chain coordination management mechanism operation process which is from the aspects of operation mode, operation rule and operation ways is proposed to build a set of integrated resilience supply chain coordination management mechanism dealing with emergencies and to provide guarantee for supply chain to deal with emergencies.
     The sixth chapter builds the resilience supply chain framework mode, including turbulence, deliberate threat, external pressure, resource limits, sensitivity, connectivity, supplier/customer disruption, flexibility in sourcing, flexibility in order, capacity, efficiency, visibility, adaptability, anticipation, recovery, dispersion, collaboration, organization, market position, security, financial strength etc. The explore factor analysis method is used to extract the two dimensions which are capacity and vulnerability. Supply chain resilience assessment method is proposed and the relative importance of each factor is analyzed.
     The seventh chapter takes the international company as the example to describe the operation mode of supply chain resilience assessment method and describe how the company applies the method. The assessment result is analyzed and the critical suggestions according to the result are offered.
     The last chapter is the summary of the dissertation. Also, the further studies are pointed out.
