摘要
[摘要]随着社会发展的不断推进,“能力建设”这个名词已经成为了当今这个时代中,一个具有重要意义的新概念,也是社会建设工作中的一个新的理念。涉及各行各业的诸如党的执政能力建设、司法部门的执法能力建设、防震救灾能力建设、科研创新能力建设等相关“能力建设”新名词的不断涌现,这些迹象都告诉我们,“能力建设”已经成为一个受到社会各方面关注的时代课题。档案领域也不例外,能力建设是档案事业可持续发展的重要课题,档案领域的能力建设的核心是什么?这是当前档案界必须思考和研究的问题。
档案工作的核心能力就是去开发这种生产力的能力,档案的生命在于服务。档案工作最终的目的就是为党和国家,为社会、单位、组织和广大群众提供档案服务,满足各级用户的档案需求。档案作为一种生产力的价值也体现在为社会各界提供服务。因此,将档案服务能力作为档案事业的核心能力去建设,这是现在档案事业发展的必然选择。面对档案服务能力建设过程中发生的巨大变化,我国档案领域从工作实际出发进行了卓越而有成效的档案服务能力建设的探索工作,也取得了很多可喜成果。但从战略的角度来审视和思考,我们还需要进一步的探索、拓宽思路,创新理念,深入研究档案服务能力建设的可持续发展。
本文主体分为5个部分,第一部分为绪论,阐述论文的研究意义和研究目的；结合相关资料对档案领域关于档案服务能力建设的研究现状进行归纳总结,并阐述了论文的研究思路、研究方法以及研究特色；第二部分是对“档案服务能力”的概念的界定,并解读“档案服务能力”的时代内涵,确定档案服务能力建设的研究方向,为下面的论述做铺垫；第三部分,大致介绍了近年来我国档案领域在档案服务能力建设方面的状况,总结在档案服务能力提高方面取得的成绩、面临的挑战；第四部分在结合上述3个部分的论述的基础上,进行进一步的深化研究,对新时期档案服务能力的建设应当注重的几个要点进行总结,提出笔者的一些看法和思考,并尝试建立档案服务能力评价指标体系；第五部分是结语部分,对整个课题的论述进行系统地收尾,回首整个文章的阐述和研究,分析得失,对于笔者自己在研究过程中的一些感触和观点进行阐释。文章结合对我国档案服务能力建设的分析与总结,结合相关材料,运用相关理论,总结前人的研究成果,层层剖析我国档案服务能力建设工程的构建,希望能为新时期档案服务能力的建设与提高贡献自己的一份力量。
The Construction of ability is a important and new concept with the pace of the society, also a new idea in the construction of the society. Some new words like the construction of the governance capability of the party, the construction of ability of the Law enforcement, the construction of the innovative ability, these signs tells us the truth is that the construction of the ability is a topic which is closely-watched, say nothing of the realm of archives. This word is a sustainable development topic, which one is the nucleus of the construction of ability in the realm of archives? This is the key one in the construction of the archives.
Archives is a kind of productivity. The life of archives is reflected on the process of rendering service, so the key of archives work is the productivity. The ultimate goals of archives work are rendering service for party, country, society, organization and the crowd to meet the needs of consumers. So it's an inevitable choice in the development of archives project. In the face of the great change in the construction of the archives service ability, the realm of archives develop in this construction with prominent exploration, also with many heartening fruit. But think with the standpoint of strategy, we need to researching on the sustainable development of the construction of archives service ability with more innovative idea and broaden threads.
This thesis has five parts:the first part is introduction, which introduce the purpose of research. After summarizing of the research situation in the realm of archives with some data, this thesis also explains the research mentality, methods, characteristic. The second gives the definition of the Archives Service Ability, and unscrambles its time connotation which sets the stage for the next discussion. The third part recommends the situation of the construction of service ability in the realm of archives in our country, and sums up the achievement and challenge. The forth goes deep into the construction based on the preamble, after the summary on the point which should be paid close attention in the process of construction of archives service ability, there are some points and attempt on the Archives Service Ability System's establishment. The fifth part is a peroration, which looks back to the pre-content and analyses the deficiency in the process of construction, and some expectation in the point of thesis, with the hope of the development and enhancement of the archives service ability in the new period.
