基于生态文明的鄱阳湖生态经济区新型城镇化发展研究

摘要
城镇化战略是我国实施“十一五”计划的重大战略之一。坚持走中国特色城镇化道路,促进大中小城市和小城镇协调发展,是统筹城乡、优化产业结构、促进国民经济良性循环和社会可持续发展的重大措施。从理论和实证上研究探索鄱阳湖生态经济区新型城镇化发展的规律及趋势,并指导和推动其城镇化建设,对于鄱阳湖生态经济区建设具有重大意义。这既是欠发达地区城镇化建设和可持续发展的有益探索,也是时代赋予全面建设小康社会和和谐社会的历史重任。
     鄱阳湖生态经济区的建设就是要把其生态环境的巨大经济价值转化为较高的经济效益,把生态资源转化为市场竞争优势,夺取和开拓新的市场空间,推进和实现跨越式发展,促进区域的经济、社会、环境全面、持续、协调发展,增强经济实力,提高人民生活质量水平。要实现这一目标,鄱阳湖生态经济区就必须立足于生态文明建设,走大中小城市和小城镇协调发展的新型城镇化发展之路。
     本文以生态文明理论为指导,以鄱阳湖生态经济区建设为研究背景,选择鄱阳湖生态经济区城镇化建设为研究对象,以城镇、经济和生态协调发展为目标,运用现代经济、管理理论,针对鄱阳湖生态经济区城镇化实际问题,研究提出了大中小城市和小城镇协调发展的生态城镇体系建设是鄱阳湖生态经济区新型城镇化道路的现实必然选择;构建了基于人口和GDP的鄱阳湖生态经济区大中小城镇辐射力模型和区域生态城镇化广义与狭义经济成本计量数学模型,并以鄱阳湖生态经济区城镇体系发展为例进行对比实证分析;提出了鄱阳湖生态经济区新型城镇化2010-2020发展目标和策略;在对鄱阳湖生态经济区产业同构进行测度定量分析基础上研究了对支撑鄱阳湖生态经济区城镇体系的产业发展;以典型城镇为例对鄱阳湖生态经济区生态城镇体系建设进行了分析;最后研究了鄱阳湖生态经济区生态城镇体系建设的条件保障。
     本文主要研究工作和成果如下:
     1、较为系统地研究了生态文明的科学内涵及其构建。
     指出生态文明的科学内涵应当包括优良的生态环境、较高的环境意识、资源节约和环境友好的生产消费模式、可持续的产业(经济)发展模式以及人与自然和人与社会的和谐。在研究生态文明构建的三大理论基础(马克思恩格斯的生态哲学思想、中国古代的生态哲学思想和科学发展观)和四大现实基础(生态、科技、能源和经济)上,从经济、文化、社会生活和制度四个层面分析生态文明的构建。
     2、提出了生态城镇体系的科学内涵,分析了生态城镇体系统筹城乡发展与中心城市、城市群带动区域发展三者间的异同,研究了鄱阳湖生态经济区城镇规模结构、空间结构及其分形特征,分析指出建设生态城镇体系、走大中小城市和小城镇协调发展之路是鄱阳湖生态经济区新型城镇化发展的现实必然选择。
     研究认为,大中小城市和小城镇协调发展的生态城镇体系建设更适合欠发达地区城镇化发展,是一种体现科学发展观的新型城镇化发展道路,是一种以区域大城市为核心、中等城市为支柱、小城市和城镇为基础,大中小城市和小城镇协调发展、结构合理、布局科学、特色鲜明、环境优美、服务功能较强、人民生活富裕的城镇体系。在对鄱阳湖生态经济区城镇规模结构、空间结构及其分形特征研究基础上,构建了区域城镇信息距离测度模型,并以鄱阳湖生态经济区城镇体系为例进行了研究,指出了建设生态城镇体系、走大中小城市和小城镇协调发展之路是鄱阳湖生态经济区城镇化道路的现实选择。
     3、构建了鄱阳湖生态经济区城镇辐射力模型和七城镇经济指数测度模型,对鄱阳湖生态经济区小城镇建设进行了分析,构建了区域生态城镇化广义和狭义经济成本计量数学模型,对鄱阳湖生态经济区生态城镇化成本进行了测算,提出了鄱阳湖生态经济区新型城镇化发展目标和策略。
     本文研究并首次构建了基于人口和GDP的鄱阳湖生态经济区大中小城镇辐射力模型,提出了七城镇经济指数测度模型,分析了鄱阳湖生态经济区现有城镇体系中存在的问题。首次构建了区域生态城镇化广义和狭义经济成本计量数学模型,对鄱阳湖生态经济区生态城镇化经济成本进行了测算。通过研究,根据鄱阳湖生态经济区建设的实际,本文提出了鄱阳湖生态经济区生态城镇体系建设2010-2020的总体思路、总体目标和具体措施,为今后一段时期内鄱阳湖生态经济区城镇化发展提供了方向。
     4、在对鄱阳湖生态经济区产业同构进行测度定量分析基础上,对支撑鄱阳湖生态经济区城镇体系的产业发展进行了研究,提出了产业的“双核(南昌——九江)双轴(沿路和沿江)多动力”发展模式。
     本文主要研究了鄱阳湖生态经济区新型城镇化发展中产业发展存在的问题,对鄱阳湖生态经济区产业同构进行测度定量分析,重点研究了鄱阳湖生态经济区六个地级市区间、南昌市区和九江市区与周边部分县市间制造业同构问题,指出产业发展的理论基础和产业运行的原则,分析认为鄱阳湖生态经济区的产业要实现从“点(南昌)——圈式”发展模式向“双核(南昌——九江)双轴(沿路和沿江)多动力”发展模式转变,并建立基于资源——技术——管理的鄱阳湖生态经济区生态产业融合网络模型,提出相关发展战略。
     5、以典型城镇为例分析了鄱阳湖生态经济区生态城镇体系的建设,并研究了鄱阳湖生态经济区生态城镇体系建设的条件保障。
     选取鄱阳湖生态经济区内有代表性的大中小城镇为例,分析其产业、生态和城镇化建设,提出相关发展策略。并从制度、基础设施、科技、人力资源等方面分析鄱阳湖生态经济区生态城镇体系发展所需的条件,对制度和政策供给、公共物品供给、教育供给、经济环境供给和生态环境供给五大政府行为进行了分析,并利用系统动力学的基模分析理论,构建了鄱阳湖生态经济区生态城镇体系建设中政府创新行为的富者愈富型基模,提出了相关政策建议。
China's urbanization strategy is one of the major strategies for the-implementation of "The Eleventh Five-Year Plan". Unswervingly following the path of new urbanization and promoting balance development of large, medium-sized and small cities and towns are the major measures of coordinating urban and rural development, optimizing industrial structure, promoting the virtuous circle of economic and social sustainable development. It is great significant to research on the development laws and trends of new urbanization in Poyang Lake Eco-economic Zone and guide and promote its urbanization construction from the theoretical and empirical aspects. This is a useful exploration of the urbanization construction and sustainable development of undeveloped areas, and also is the historical responsibility of building a well-off society and a harmonious society.
     The goal of construction of Poyang Lake Eco-Economic Zone is to translate great economic value of its ecological environment into higher economic efficiency, put ecological resources into a competitive edge in the market, win and open up new market space, promote and realize leap-forward development, promote regional economy, society and environment comprehensive, sustained and coordinated development, enhance the economic strength, improve the quality of people's lives. To achieve this, Poyang Lake Eco-Economic Zone must base on construction of conservation culture and take a development road of new urbanization of balance development of large, medium-sized and small cities and towns.
     This dissertation took the theory of conservation culture as a guide and construction of Poyang Lake Eco-Economic Zone for the research background, selected the construction of urbanization of Poyang Lake Eco-Economic Zone for the study object and urban, economic and ecological coordination development as goals, applied modern economics and management theory, research the practical problems of its urbanization, pointed out it is an inevitable and realistic choice that eco-urban system construction of balance development of large, medium-sized and small cities and towns is the road of new urbanization of Poyang Lake Eco-Economic Zone, constructed a radiation force model for cities in Poyang Lake Eco-Economic Zone based on population and GDP, and the mathematical model for broad and narrow sense economic cost of regional eco-urbanization, and carried out case study on its urban system, put forward development goals and strategies for new urbanization of Poyang Lake Eco-Economic Zone in 2010-2020, studied the industrial development which support the development of urban system of Poyang Lake Eco-Economic Zone based on analysis and measurement of similar industrial structure, then analyzed eco-urban system construction by typical cities, finally studied condition guarantee of the urban system security for eco-urban system construction of Poyang Lake Eco-Economic Zone.
     In this dissertation, research work and results mainly are as follows:
     1. More systematic study the scientific connotation of conservation culture and its construction.
     Pointed out that the scientific connotation of conservation culture should include excellent ecological environment, higher environmental awareness, energy-and resource-efficient and environment-friendly production and consumption patterns, sustainable industry (economic) development model, and harmony between man and nature and people and society. And analyzed the construction of conservation culture from the economic, cultural, social life and system four dimensions in the basis of study its three major theoretical basis (the ecological philosophy of Marx and Engels, the ancient Chinese philosophy and ecological concept and Scientific outlook on Development) and four basic realities (ecology, technology, energy and economy) for construction of conservation culture.
     2. Put forward the scientific content of the eco-urban system, analyzed the similarities and differences among coordinating urban and rural development through the eco-urban system, the central city and urban circle, studied urban dimensions structure, urban space structure and its fractal characters in Poyang Lake Eco-Economic Zone, and then pointed out that it is an inevitable and realistic choice that eco-urban system construction is the road of new urbanization of Poyang Lake Eco-Economic Zone.
     Studies suggest that eco-urban system of balance development of large, medium-sized and small cities and towns is more suitable for the urbanization development of undeveloped areas, which is a development route reflecting the Scientific Outlook on Development. It takes regional big city as the core, medium-sized cities as pillars, small cities and towns as base. It is urban systems that have rational structure, scientific distribution, distinct feature, beautiful environment, strong service functions, and rich life. Based on studying urban dimensions structure, urban space structure and its fractal characters in Poyang Lake Eco-Economic Zone, this dissertation built a measurement model for distance of urban information and carried out case study, that it is an inevitable and realistic choice that eco-urban system construction is the road of new urbanization of Poyang Lake Eco-Economic Zone.
     3. Built the radiation force model for cities and the measurement model for the economic index of seven cities in Poyang Lake Eco-Economic Zone, analyzed its construction of small cities and towns, built the mathematical model for broad and narrow sense economic cost of regional eco-urbanization, case study on Poyang Lake Eco-Economic Zone, and put forward development goals and strategies for new urbanization of Poyang Lake Eco-Economic Zone.
     This dissertation studied and for the first time to built a radiation force model for cities in Poyang Lake Eco-Economic Zone based on population and GDP, put forward the measurement model for the economic index of seven cities, analyzed the existing problems of urban system of Poyang Lake Eco-economic Zone, built the mathematical model for broad and narrow sense economic cost of regional eco-urbanization, and calculated the cost value of Poyang Lake Eco-Economic Zone. Through research and ecological and according to the actual condition, This dissertation put forward the general concept, the overall objectives and specific measures for new urbanization development of Poyang Lake Eco-economic Zone in 2010-2020, pointed out the clear direction for its new urbanization development for a period of time.
     4. Based on quantitative analysis and measurement of similar industrial structure in Poyang Lake Eco-Economic Zone, studied the industrial development which support the development of urban system of Poyang Lake Eco-Economic Zone, put forward the dual-core dual-axes multi-power mode of industrial development.
     This dissertation studied the problems existing in industrial development of new urbanization of Poyang Lake Eco-Economic Zone, carried out quantitative analysis and measurement of similar industrial structure in Poyang Lake Eco-Economic Zone, laid a strong emphasis on the study of similar manufacturing structure among six cities at prefecture level, similar industrial structure between Nangchang or Jiujiang and other cities around them, pointed out the theoretical foundation of industrial development and the principle of industrial operation, thought that the industrial development mode of Poyang Lake Eco-economic Zone should change from the "point (Nanchang)-axis style" to the "dual-cores (Nanchang-Jiujiang) dual-axes (along Changjiu High Speed Road and along Yangtze River) multi-powers", built eco-industrial convergence network model of Poyang Lake Eco-economic Zone based on resource-technology-management, and put forward the relevant development strategies.
     5. Analyzed eco-urban system construction of Poyang Lake Eco-Economic Zone by typical cities and towns, and studied conditional guarantee of the urban system security for eco-urban system construction of Poyang Lake Eco-Economic Zone.
     Selected typical big-mid-small cities and towns in Poyang Lake Eco-Economic Zone, analyzed their industry, ecological construction and urbanization, put forward the relevant development strategies, then studied its development conditions from the system, infrastructure, science and technology, human resources, etc., analyzed five government's behaviors, such as supplying of systems and policies, public goods, education, economic environment and the ecological environment. At last applying archetype analysis of system dynamics, built the success to the successful archetype for government innovation behavior in construction of eco-city system of the Poyang Lake Eco-economic Zone, put forward policy recommendations.
