退耕还林工程项目管理成熟度评价

摘要
近年来项目管理理论研究的前沿是建立项目管理绩效的测评方法和如何改善提高项目管理的能力,重点研究如何提高项目管理的成熟度和建立项目管理成熟度模型。项目管理成熟度模型是一种框架和工具,它描述了一个组织由混乱、不成熟的过程到有纪律、成熟的过程。组织可以用它来评估目前项目管理的现状,从而发现其中的问题并明确改进的方向。同时,它建立了一个基准,使组织可以根据这个基准,设立达到最佳项目管理状态的目标,为组织提供一个通过执行有效的项目管理过程来增进竞争力的方法。因此,本文希望通过对比分析找出项目管理成熟度模型在我国退耕还林生态项目管理中的应用途径,同时也为我国在生态工程领域引入项目管理成熟度模型提供参考。
     本文研究的核心是构建退耕还林项目管理成熟度模型,主要研究范围是退耕还林的微观生命周期。文章借鉴了国内外优秀的项目管理成熟度模型的研究和实践成果,用中国人容易接受和理解的语言习惯并考虑到我国的退耕还林项目管理的具体问题,结合项目管理知识体系,在理论研究方面,对适合我国退耕还林工程的项目管理成熟度模型进行研究。通过详细介绍项目管理成熟度模型的概念、发展历程,对目前典型的成熟度模型进行对比分析;结合我国退耕还林项目管理的具体特点,将退耕还林项目的微观生命周期划分为四个阶段;把退耕还林项目管理成熟度影响因素分解归类,通过定性的方法确定各个级别指标的成熟度特征表述,将退耕还林项目管理评价指标体系划分为9个一级指标,28个二级指标,建立了一个基于模糊综合评判的退耕还林项目管理成熟度评价模型,为我国退耕还林项目管理成熟度的评价提供了一套科学的评价方法和工具。实证研究方面,选取陕北吴起退耕还林地区作为实证研究地点,将模型应用于陕北吴起县退耕还林项目管理中,主要将调查问卷发放到退耕还林项目管理专家和陕西省吴起县退耕还林办。统计调查问卷结果,通过对收集回来的有效问卷结果利用层次分析法确定各个指标的权重,应用综合模糊评价方法对目前西部退耕还林工程项目管理水平进行分析,定量的指出目前评价对象按照评价模型所处的等级,归纳出陕北吴起县退耕还林项目管理当前状况,并为提高陕北退耕还林项目管理水平提出了改进意见及建议。
Project management front of theoretical research is setting up project management method of test and assessment of performance and how improve the ability to improve project management in recent years, the key research on how improve the maturity of the project management and setting-up project management maturity model. The maturity model of the project management is a kind of frame and tool, it describes an organization from the confused, unripe course to having a sense of discipline, ripe course. The organization can assess the current situation of the project management at present with it, thus find the question among them and define the improved direction. Meanwhile, it set up a basis, follow this basis to organize to make, set up the goal which reaches the best project management state, offer a method to promote the competitiveness by carrying out effective event management for organization. So, this paper hopes to find out the application route that apply the maturity model of the project management in the CCFP ecological project managements in our country through comparing and analysing, offer one kind of reference for introducing the maturity model of the project management in the field of ecological project in our country at the same time.
     The core that this paper studies is to construct the project management maturity model of the CCFP, main research range is the micro lifespan of CCFP. Introduce and consider the research of outstanding project management maturity models and their’s practice achievement in domestic and international, and consider the concrete problem of the CCFP’s project management of our country with the language habits which is easy to accept and understand by Chinese, combine the managerial knowledge system of the project. Study aspect in theory, carry on the research to the project management maturity model suitable for the CCFP in our country. Through introducing the concept of the maturity model of the project management, development course in detail, compare and analyse the present typical maturity models; Combine our country concrete characteristic to CCFP’s project management, divide the micro lifespan into 4 stages; Make the project management maturity influence factor of CCFP decompose, sort out, confirm each rank maturity characteristic of index state through the qualitative method, confirm that appraises and means the system is divided into 9 first class indexes in project management of CCFP, second index of 28, set up one and appraised model on the basis of fuzzy project management maturity of CCFP that judges synthetically, have offered a set of science appraisal methods and tools for the fact that CCFP in our country on the appraisal of the maturity of project management; Study aspect in demonstration, choose the CCFP’s district in north of Shaanxi Province as the positive research place, apply the model to the project management of CCFP, in Wuqi county of Shaanxi Province, mainly through release the letter investigate to the managerial and ecological expert, and the office of CCFP in Wuqi county. Count the questionnaire result, through utilizing the AHP to confirm the weight of each index with the valid questionnaires that are collected back, the management level of the project is analyzed to employ the comprehensive fuzzy appraisal method to CCFP in the west at presenting, point out that appraises the target according to appraising the grade that models are in at present by the quantitative method, sum up the present state of project management of CCFP in Wuqi county , and in order to improve project management ability of CCFP in the north of Shaanxi Province , put forward suggestion and suggestion of improving.
