区域农用地定级估价技术方法与实例比较研究

摘要
国土资源部“十五”计划纲要明确提出:“开展全国农用地分等定级与估价工作”,“建立土地等、级、价格体系”。《农用地分等规程》(TD/T 1004~2003)、《农用地定级规程》(TD/T 1005~2003)、《农用地估价规程》(TD/T 1006~2003)三项行业标准自2003年8月1日实施以来,已在全国16个省(区)98个县级试点单位的农用地分等、定级、估价工作中得到应用,并形成了一系列图、文、表、库等成果,形式多样,内容丰富。这表明,农用地等、级、价成果作为农用地价格体系的基础性工作已取得很大的进展。
     本研究旨在衔接农用地等、级、价的关系,在汇总分析大量农用地定级估价案例的基础上,通过对区域农用地定级估价过程中技术方法和实例的比较研究,探求其农用地定级估价过程中的规律及不足之处,并初步探讨了协调区域农用地价格的方法。其他地区的农用地定级估价工作可以此为鉴开展,并对于农用地估价体系的建立有一定的探索意义。
     本文通过以海南、黑龙江、贵州、宁夏、陕西、湖北、辽宁、青海、上海、广东、天津、湖南、浙江、西藏、江西十五个省(自治区、直辖市)为研究对象,在归纳统计各研究区域农用地定级估价成果的基础上,通过汇总分析各研究区域内的试点案例,对其农用地定级估价的技术方法及案例进行了比较研究,主要的研究内容包括区域农用地定级技术方法、农用地基准地价评估技术方法以及农用地价格这三个方面的比较研究。
     其中,区域农用地定级技术方法与实例比较研究,通过汇总各研究区域农用地定级的技术方法,主要针对其中的农用地定级定级单元划分、方法选取、因素因子选取及其权重的确定这四个方面来对区域农用地定级的技术方法与实例进行比较研究;区域农用地基准地价评估技术方法与实例比较研究,通过汇总各研究区域农用地基准地价的技术方法,就农用地基准地价评估中的区片划分、地价内涵、评估方法选取这三个重要的方面进行了深入的探讨,并总结归纳出具有参考意义的结论,最后汇总出各研究区域农用地基准价格,并结合区域特点,对造成不同地区农用地价格差异的原因进行了分析和讨论;区域农用地价格比较研究,这部分针对同一区域不同试点地区的农用地价格,通过建立价格比较基础和调整农用地投入产出的参数,对农用地价格进行了直接和间接的比较,从而对农用地估价体系的建立进行了初步的探讨。
     本研究为在全国范围内开展农用地定级估价工作提供了借鉴与参考,但在定级方法选取、地价内涵界定、用地类型划分、地价测算方法等方面还有待于进一步规范。
The Tenth Five-Year Plan of Ministry of Land and Resources had been clearly stipulates that the work of national farmland classification and evaluation should be carried out and the system of land rank, level and price should be established.“Regulations of Farmland Grading”(TD / T 1004 ~ 2003),“agricultural land grading rules”(TD / T 1005 ~ 2003),“agricultural land evaluation procedures”(TD / T 1006 ~ 2003) of three industry standard Since August 1, 2003 since the implementation of the country has 16 provinces (regions) of 98 county-level pilot units of agricultural land classification, classification, valuation has been applied, and formed a series of maps, texts, tables , library and other outcomes, diversity, rich in content. This indicates that agricultural land, etc., level, prices of agricultural land price system as the outcome of the basic work has made great progress.
     This study was designed to interface such as agricultural land, class, price relationships, the pooled analysis of a large number of cases of agricultural land valuation based on the area of agricultural land by grading and evaluating the process of technical methods and examples of comparative research, and explore the farm in the process of grading and evaluating the law and the deficiencies, and to investigate the coordination of regional agricultural land price method. Other areas of agricultural land valuation can be carried out this as a warning, and for agricultural land evaluation system to explore the establishment of a certain significance.
     In this paper, Hainan, Heilongjiang, Guizhou, Ningxia, Shaanxi, Hubei, Liaoning, Qinghai, Shanghai, Guangdong, Tianjin, Hunan, Zhejiang, Tibet, Jiangxi 15 provinces (autonomous regions and municipalities) for the study, the research in inductive statistics Agricultural land use classification on the basis of evaluation results through meta-analysis of the pilot case study area, agricultural land classification and appraisal of its technical approach and cases were compared, including major research techniques of agricultural land area methods and examples of standard land price of agricultural land evaluation methods and examples of technology and agricultural land prices comparative study of these three areas.
     Among them, the area of agricultural land technology methods and examples of a comparative study summary of research through regional technical methods of agricultural land, mainly for agricultural land grading method in which selection factors and weight factors selected to determine these three areas to the regional agricultural land grading techniques to compare methods and examples of research; regional agricultural land base price evaluation of technical methods and comparative examples, the study by summarizing the regional benchmark premium agricultural land technology and methods, on the agricultural land base price evaluation Area film division, premium content, assessment methods chosen by the three important aspects of the in-depth discussion and summarized the conclusions of the reference value, the final summary of each of the regional agricultural land base price, combined with regional characteristics, causing agricultural land in different parts of the reasons for price differences were analyzed and discussed; regional comparative study of agricultural land prices, this part of the pilot areas for the same area of agricultural land in different price, by establishing a basis for price comparison and adjustment of agricultural land input and output parameters, agricultural land prices direct and indirect comparison, and thus the establishment of agricultural land evaluation system.So it conducted a preliminary study.
     This study was carried out in the agricultural land base nationwide land assessment provided valuable experience, but the meaning defined in the land, land classification, land measurement methods, needs to be further standardized.
