中国地方政府创新的可持续性(2000—2015)——以“中国地方政府创新奖”获奖项目为例

摘要
本文通过对2000—2015年间获得"中国地方政府创新奖"的178个案例的大型问卷调查和实地访谈,力图揭示中国地方政府创新的制度环境、可持续性、动力源泉、扩散机制、客观效果和未来前景。本文认为,越是成功的政府创新,其可持续性便越高;政府创新的可持续,关键在于其要素的延续与扩散,而不在其形式的存续;政府创新是因变量,其成功与持续首先取决于宏观政治环境;上级领导对政府创新的支持,是政府创新得以持续的关键;政府创新的绩效和民众的支持,是政府创新的合法性基础;政府创新的长久持续,需要法律和制度的保障;良好的舆论氛围,是优秀的政府创新项目得以持续和扩散的温床;政府创新有规律可循,深入的理论研究有助于政府创新的可持续;良好的微观环境,对于政府创新的成功十分重要;创新者的乐观态度,是政府创新得以持续的重要助推剂。
Based on a large-scale longitudinal study of the award-winning projects from the Chinese Local Government Innovation Awards Program,this paper attempts to further analyze and explain the institutional environment and source of motivation for Chinese local government innovation as well as the mechanisms by which innovations are spread,objective results,and problems and future prospects. It has finally arrived at a number of significant findings,including that the more successful a government innovation,the higher its level of sustainability;The key to the sustainability of government innovation is in the continuation and spread of its central elements,and not in its continued existence in form; Its success and sustainability first and foremost is determined by the macro political environment;The support of a leader at the level above is pivotal to the sustainability of a government innovation project;The government innovation's performance and public support is the basis of its legitimacy;The enduring sustainability of government innovation requires legal and institutional safeguards;A positive atmosphere in terms of public opinion acts like an incubator,enabling outstanding government innovation projects to be sustained and spread;Government innovation has to it certain laws that can be respected,and thus theoretical research is helpful in seeing government innovation achieve sustainability;A positive environment at the micro level is extremely important to the success of government innovation;And the optimism of the innovators themselves,is important in boosting government innovation sustainability.
