基于PPP模式下的农村垃圾问题剖析与治理对策——以镇江市为例

当前,我国农村人居环境是推进乡村振兴、发展美丽乡村的焦点问题,而在农村人居环境治理方面,生活垃圾处理尤为重要。寻求清洁化、无污染的生活垃圾处理方式成为乡村振兴的迫切需求,对于解决农村生活垃圾治理问题,PPP模式被视为最有力的手段之一。基于此,在本次调查中,团队共走访了句容市丁庄村、扬中市油坊集镇及长旺村、丹徒区上会村及长山村、京口区长江村等不同区域的6个农村,发放并收回有效问卷78份。同时运用问卷调查法、数据分析法和实地考察法,结合PPP模式,从政府和村民等角度,对目前农村生活垃圾治理状况进行分析,提出相应的对策,希望能够为我国农村垃圾治理项目提供借鉴。
At present,China's rural living environment is the focus of the government and the state to promote rural rejuvenation and the development of beautiful villages. In the rural settlement of human settlements,domestic garbage disposal is particularly important. The search for clean and pollution-free domestic waste treatment has become an urgent need for rural revitalization. The PPP model is regarded as one of the most powerful means to solve the problem of rural domestic waste management. Based on this,in this survey,the team visited 6 rural areas in different areas such as Dingzhuang Village in Jurong City,Youfang Town and Changwang Village in Yangzhong City,Shanghui Village and Changshan Village in Dantu District,Changjiang Village in Jingkou District. 78 valid questionnaires were issued and withdrawn. At the same time,using questionnaire survey,data analysis method and field survey method,combined with the characteristics of PPP model,the current situation of rural domestic waste management is analyzed from the government and villagers,and corresponding countermeasures are proposed. It is hoped that it can provide reference for China's rural waste control projects.
