摘要
在总结黄河水文现代化发展现状、充分分析当前存在的主要问题的基础上,研判新时期水利"强监管"和经济社会发展对水文的新要求,提出现代化建设目标,从考核指标、技术途径、组织架构、具体措施等方面明晰现代水文发展思路,围绕水文站网完善布局、测报能力提挡升级、信息服务提质增效等,谋划推进黄河水文现代化、打造"智慧水文"的重要举措。为推进水文现代化,满足基层职工对美好生活的向往,构建以水文信息采集自动立体化、传输网络化、处理智能化、服务多样化为表征的水文现代测报体系,持续推行自动测报、巡查验证、机动运维相结合的水文运行管理新模式,形成"测站主测、中心主算、机关主管"的水文测报工作新格局。
        On the basis of summarizing the development achievements of the hydrological modernization of the Yellow River and fully analyzing the shortcomings of current monitoring and forecasting, this paper studied the new requirements for hydrology in the new period for the strong supervision of water resources and economic and social development, and then proposed the goal of modernization construction. The development strategy of hydrological modernization was also clarified from the aspects of assessment index, technical approach, organizational structure and specific measures. Focused on improving the layout of hydrologic station network, upgrading the capacity of hydrological monitoring and forecasting and enhancing the quality and efficiency of information services, this paper finally advanced a proposal of important initiatives to promote the hydrological modernization and created the "intelligent hydrology" of the Yellow River.In order to promote the modernization of hydrology and meet the aspirations of grassroots staff for a better life, it is necessary to construct a modern hydrological monitoring and forecast system characterized by automatic collection, network transmission, intelligent processing and diverse services of hydrological information, and to continuously implement the new mode of hydrological operation and management combining automatic monitoring and forecast, inspecting verification and randomly maintenance, and finally form a new pattern of hydrological monitoring and forecast as "station master survey, information center master computing and competent authority master supervision".
