乡村振兴战略下邢台市创意农业发展绩效评价研究

摘要
有效评价创意农业的发展绩效,更好地推进乡村产业融合发展,是当前政府、企业迫切关注的问题。在分析邢台市创意农业现状的基础上,运用层次分析法、调研访谈法,结合利益相关者理论,构建了包含43个二级指标的创意农业发展绩效评价体系,并对邢台市10个创意农业项目进行了评价。结果显示,邢台市创意农业项目的发展集中在良好稳定、快速成长两个阶段,产业政策支持、科技创新水平、从业人力资源、文化特色等六方面得分偏低,利益相关者中的当地社区、政府对此影响较大。依据结论,从企业项目、地方政府、村庄及农民等三个利益相关者角度,分别提出了注重技术创新与商业模式创新、完善创意农业发展规划和激励政策、精细化开发主打的特色农产品或特色乡村服务等系列建议。
It is an urgent concern of the current government and enterprises to effectively evaluate the development performance of the creative agriculture and better promote the integration of rural industries. Based on the analysis of the present situation of the creative agriculture in Xingtai, this paper constructs an evaluation index system of the development performance of the creative agriculture which includes 43 second-level indicators, and evaluates 10 creative agriculture projects in Xingtai, by using the method of analytic hierarchy process(AHP), investigation and interview and stakeholder theory. The results show that the development of the creative agriculture projects in Xingtai is concentrated in two stages: good stability and rapid growth, but the industrial policy support, scientific and technological innovation level, employment human resources, cultural characteristics and other two aspects are low. Local communities and governments among stakeholders have a greater impact on these six aspects. According to the conclusion, from the perspective of enterprise projects, local governments, villages and farmers, a series of suggestions are put forward, such as emphasizing technological innovation and business model innovation, improving the development planning and incentive policies of creative agriculture, and elaborating the development of main characteristic agricultural products or characteristic rural services.
