Cross-border water bodies have some important characteristics as well as some common characteristics with general water. This paper firstly analyzes the natural property, the political and social property, then discusses those problems and proposes eight major principles of scientific and harmonious development to cross-border water bodies, and brings forward some suggestions about scientific research and training of emphasizing on developing cross-border water bodies to meet the development needs.
