EPA has determined that, due to their ground-water contamination potential, some pesticides commonly used nationwide may pose an unreasonable adverse effect on the environment, unless effective local man-agement measures are developed and implemented through state pesticide-specific management plans Un-der its authority granted by the Federal Insecticide, Fungicide and Rodenticide Act(FIFRA), EPA is plan-ning to release proposed rules for the development and implementation of management plans as a condition for the legal sale and use of five pesticides.
