Taiwan's Coastal Zone Management Act provides reference for China in devising integrated coastal zone management regime. China's reform of the State Oceanic Administration is quite effective, but features one-sidedness towards enforcement. Taiwan proposes an ambitious initiative for a comprehensive maritime administration, but faces obstacles in implementation. Cross-strait exchanges are proposed for furtherance of ocean governance mechanisms for both sides.
