Urban planning policy is focused on creating conditions for steady development of city and village territories, which include restrictions of the negative impact on the environment and the rational use of natural resources. Comprehensive development of energy saving technologies is able to contribute a lot to whole countries and individual cities in their transition to a sustainable development. That is why nowadays energy conservation and energy efficiency improvement is a top-priority direction in science, technology and know-how, and also in modernization and technological development of the Russian Economy.

Following the necessity to observe the energy efficiency requirements applied to buildings, structures and constructions formalized in legislation, the transformation of development and planning of urban territories in terms of energy efficiency becomes a perspective direction in town-planning activities.
