A number of countries are considering implementation ofreporting requirements for greenhouse gases. Somereporting systems have been proposed that would requireeach entity or facility exceeding an annual emissionsthreshold to report their emissions to a governmentalagency. The analysis presented here provides a firstapproximation of the number of facilities in selected U.S.economic sectors that would report under several differentreporting thresholds. Results indicate that thresholdsbelow 10 000 Mg of carbon dioxide equivalent (CO2E) peryear may bring in relatively large numbers of facilities whileminimally increasing the percentage of reported emissions.None of the reporting thresholds considered in thisanalysis would account for the majority of greenhousegas emissions from the U.S. agricultural, transportation, orresidential and commercial building sectors. If thesesectors, in which large numbers of farms, vehicles, andbuildings each emit relatively small amounts of greenhousegases, are to be included in a reporting framework,additional or alternative approaches to reporting shouldbe considered. Alternative approaches may include creatingseparate thresholds for individual greenhouse gasesinstead of using an aggregated CO2E unit, creating separatereporting thresholds for individual sectors, or combiningsources of small emissions into a single reporting entity.
