三医联动改革与国际经验借鉴

摘要
本文以问题为导向,分析当前我国医疗卫生发展面临的挑战。基于国际医疗卫生体制改革经验,从医疗卫生改革支付方、供给方、监管方角度,提出"三医联动"促进我国医改的启示:支付方需理顺服务购买与供方支付的激励机制;供给方应根据PCIC模式打造分级诊疗服务提供体系;监管方应健全监管机制,提高医疗卫生服务质量安全。
This paper was problem-oriented and analyzed the current challenges facing China's health care development. Based on the experience of the reform of the international medical and health system,from the perspective of the health care reform payers,suppliers,and regulators,this paper suggested to take the effects of "medical-insurance-medicine linkage" to promote the reform of China's medical reform:the payer needs to straighten out the incentive mechanism of service purchase and supplier payment;suppliers should build a graded diagnosis and treatment service delivery system according to the PCIC model;the supervisory party should improve the supervision mechanism to improve the quality and safety of medical and health services.
