摘要

作为党和国家的领导人,陈云在领导实践中,以马克思主义为根本指导原则,以服务群众为宗旨,为决策的科学性、民主性以及可行性做出了重要阐述和探索,逐步总结出科学决策的原则和方法。原则上,陈云以唯实求真为根基,以群众观点为宗旨,以民主集中为保证,保证决策科学性和民主性的统一;方法上,他把决策的科学性与可行性作为提高干部领导水平的重点,从细节处着手,抓住中心工作,保证决策落到实处。学习陈云领导决策的原则和方法,对于提高干部的领导水平具有重要的现实指导意义。
        As the main leader of the CPC and the state, ChenYun has made significant interpretation and exploration on scientific democratic and feasible policy-makings, taking the Marxism as fundamental guiding principle and serving the masses as the purpose in his leadership practice, and gradually summed up the principles and methods of scientific decision-making. On the aspect of principles, Chen Yun based himself only on reality, aiming to serve the masses and insisting the democratic centralism to make scientific and democratic decisions. On the aspect of methods, he insisted on scientific and feasible decision-making as the focus of leadership, starting from details, grasping the priority and ensuring the implementation of decision-making. So it is practical to learn principles and methods of Chen Yun's decision-making for current cadres' improvement.
