摘要

责任是人类社会的基本价值,也是治国理政的重要原则,探讨责任政治对于促进国家治理现代化具有理论与实践两方面的意义。政治学维度下的责任可以从道德主张与政治议题两方面把握,它规定了人与人、人与国家的关系模式。理解责任政治首先要区分责任主体、明确责任内容,而责任政治的整体形态则是不同主体之间在互动中秉持责任的价值与态度,以责任为中轴的政治形态。责任政治从理论转化为实践需要同国家治理的基本问题与基本要求相结合,从观念、结构与行动三个方面展开:利用责任观念重塑社会的联结机制、明确定责结构与究责结构以及打造不同主体践行"共同事务"的治理网络。
        The responsibility is a basic value in the human society and an important principle in the national governance. Further Discussing the Responsible Politics has its significance in theory and practice for the modernization of national governance. Understanding the Responsible Politics is to realize the responsibility,and the responsibility can be divided into two facets that are the moral opinion and the political issue in the perspective of politics,and then,the responsibility sets the relation pattern that person to person and person to the state. Thereafter,comprehending the fundamental features and the whole configuration of the Responsible Politics needs to distinguish the responsibility's diverse subjects and contents,and the Responsible Politics is a political pattern that the responsibility is the value and attitude of interaction,as well as the societal axis. Integrating the Responsible Politics and the national governance can put the theory of Responsible Politics into the practice,and from the three dimensions that are the idea,structure and action. In detail,reforming the connective mechanism by the responsible idea,defining the structure of responsibility and forming a governance network of the Commonwealth involving different players are the ways toward the Responsible Politics.
