体育改革:成就、问题与突破

摘要
在全民健身大觉醒和健康中国崛起的新时代,体育进入了发展的机遇期和改革的攻坚期。在总结改革开放40年来我国群众体育、竞技体育、体育产业、体育文化、体育外交取得的成就,分析存在问题的基础上,提出了以体育体制改革作为深化体育改革的攻坚点,并对新一轮改革瞄准体育管理体制,在政府职能转变、单项协会实体化、全运会改革、训练竞赛体制改革、国家队管理等方面所进行的改革举措进行了分析论证,提出了在体育管理体制改革中需要认真思考并解决好"凝聚共识、形成合力,先立后破、不立不破,整体设计、统筹谋划,积极稳妥、渐进深化"几个问题,才能攻破堡垒,将改革纵深推进。
In the new era of national fitness awakening and healthy China rising abruptly, sports has entered a period of opportunity for development and a critical period of reform. On the basis of summarizing the achievements of mass sports, competitive sports, sports industry, sports culture and sports diplomacy in the past 40 years of reform and opening-up, and analyzing the existing problems, this article points out that carrying out the reform of sports system is the key to deepening Chinese sports reform. At the same time, this article analyzes and demonstrates the new round of sports reform aiming at the sports management system, the reform measures taking in the transformation of government functions, the materialization of individual associations, the reform of the National Games, the reform of training and competition system and the management of the national team, and then concludes that in the progress of the reform of sports management system, only we seriously consider and solve the problems, such as "build consensus, form resultant force, destruction comes after construction, no making without breaking, integral design, overall planning, actively and steadily, deepening gradually", can we break through the fortress and push forward the reform in depth.
