关中城市群城际铁路自管模式下运营生产力设施布局探讨

摘要
城际铁路以地方为主导建设以后,如何进行运营管理成为建设方亟需解决的重要问题。运营生产力设施布局是城际铁路除线路建设外重要的运营管理设施,决定着运力资源配置、运输综合能力和生产组织。结合关中城市群城际铁路线网规划、主要技术标准、运营管理模式,对关中城市群城际铁路自管模式的生产力设施布局进行了较为系统的探讨,初步形成包括运输调度指挥中心、动车运用所与存车场、运用维修中心和实训中心等内容的生产力设施。其对关中城市群城际铁路生产力设施布局的规划及其他城市群城际铁路生产力设施布局研究具有一定的借鉴意义。
Since local governments have functioned as the main force in intercity railway construction,operation and management( OM) has become an important problem that requires urgent solution for the building side. Productivity distribution is an important OMfacility for intercity railway only next to line construction,it determines the allocation of transportation resources,comprehensive transportation capacity and organization of production. Based on the network planning of intercity railway,major technical standards and OMmodel,the productivity distribution in self-regulated mode for intercity railways in GUA area is systematically explored,the productivity facilities are initially formed,including the transportation dispatching command center, EMU utilization and storage yard,and so on. The planning of productivity distribution for intercity railway OMof GUA could serve as a reference for other urban agglomerations in China.
