摘要
推进政府和社会资本合作(PPP)可以有效提升农业领域基础设施建设和公共服务的供给和管理水平。我国农业领域PPP虽然起步较晚,在项目数量和投资规模上落后于其他行业,但发展潜力较大,增长速度较快,现代农业产业园、农产品物流与交易平台类项目是社会资本参与较为积极的领域。目前农业领域发展PPP仍存在认识不足、操作混乱、权责不明、支撑不够等问题,在当前全国PPP发展进入规范监管期的背景下,应广泛开展相关培训,加强项目识别与管理,健全利益分配与风险防控机制,优化社会资本投资环境,拓展项目融资渠道。
Promoting Public-Private Partnership(PPP) can effectively improve the supply level and management efficiency of agricultural infrastructure and public service. Although PPP in China's agriculture sector has started late and lagged behind other industries in terms of project quantity and investment scale, its has greater development potential and higher growth rate. Social capital participates more actively in the projects of modern agricultural industrial parks, and agricultural products logistics and trading platforms. At present, there are still some problems in the development of PPP in the agriculture sector, such as insufficient understanding, disordered operation, indefinite rights and duties, inadequate support, etc. The national PPP development has stepped into the period of standardized supervision, and under such kind of background, it is necessary to extensively carry out relevant training, strengthen project identification and management, improve interest distribution and risk prevention mechanism, optimize social capital investment environment, and expand project financing channels.
