新时代社会组织参与乡村治理及“三治”能力提升路径——基于云南省昆明市官渡区矣六乡子君村的调研

摘要
改革开放以来,中国农村发生着翻天覆地的变化。党的十九大报告指出,中国特色社会主义进入新时代,乡村振兴战略让乡村建设和乡村治理备受关注。社会组织在乡村建设与治理的过程中发挥着重要作用,论文以子君村为例,阐述基层社会组织参与乡村治理的独特优势和必要性,论述乡村建设中社会组织这一主体的重要角色。为了进一步提升社会组织参与乡村治理的能力,应将自治作为基层社会组织参与乡村治理的基本目标,法治作为基本方式,德治作为根本基石,借助自治、法治和德治(下文简称"三治")的手段,将"三治"作为基层社会组织自我改善和提高的重要途径,提升其参与乡村治理的能力,最终提升乡村治理的成效,助力新时代乡村建设,以期达到国家乡村振兴的战略目标。
Since the reform and opening up,there have been earth-shaking changes in Chinese rural.The 19 th National Congress has proposed "the thought on socialist with Chinese characteristics for a new era",and the rural revitalization strategy has made rural construction and rural governance much concerned.Social organizations play an important role in the process of rural construction and governance.Taking Zijun Village as an example,the paper illustrates the unique advantages and necessity of grassroots social organizations to participate in rural governance,and discusses the important role of social organization in rural construction.In order to further enhance the ability of social organizations to participate in rural governance,self-government should be regarded as the basic goal of social organizations to participate in rural governance;the rule-of-law is the basic way,and the rule of virtue is the fundamental cornerstone.With the help of the rule of virtue,the rule of law and autonomy(referred to as"three governance"),the social organizations have an important way to improve themselves and enhance their ability to participate in rural governance.Ultimately,the effectiveness of rural governance will be enhanced,and rural construction in the new era will be assisted in order to achieve the strategic goal of national rural revitalization.
