我国环境保护邻避现象产生原因及化解策略

摘要
随着社会经济及科技水平的快速发展,具有环保性质的核电站、垃圾焚烧发电站等建设项目为社会公众带来便利的同时,不可避免会对工厂周边的生态环境及居民居住环境产生一定消极影响,增加了公众对于此类邻避建设项目的抵触心理,致使此类项目进入发展困境。面对愈演愈烈的邻避冲突,从政府、企业和公众三个不同层面提出行之有效的化解邻避效应的策略,在城市发展进程中合理布局邻避设施建设,可有效解决邻避冲突,走出邻避困境。
With the rapid development of social economy and science and technology, environmental protection projects such as nuclear power plants and waste incineration power plants have brought convenience to the public, but at the same time, they will inevitably have a negative impact on the ecological environment around the plant and the residential environment of residents, increasing public resistance to such neighboring construction projects, plunging such projects into a development dilemma.Facing the increasingly fierce neighbourhood-avoidance conflict, this paper puts forward effective strategies to resolve the neighbourhood-avoidance effect from three different levels of government, enterprises and the public. Rational layout of the construction of neighbourhood-avoidance facilities in the process of urban development can effectively solve the neighbourhood-avoidance conflict and get out of the predicament of neighbourhood-avoidance.
