摘要

中国冰雪产业政策工具是中国政府促进冰雪产业平稳、持续、快速发展而采取的具体手段和方式。该研究以卡麦兹(Charmaz·K)的建构型扎根理论为基础,构建分析框架、文本编码、分类和统计分析等步骤分析国家层面颁布的8个与冰雪产业相关的政策文本。从政策工具X和促进冰雪产业发展的价值链Y的两个维度进行计量分析,解析我国冰雪产业政策在政策工具运用上的偏向。发现我国冰雪产业文本有注重环境"净化"和政府扶持、投资和销售全覆盖的特征。揭示冰雪产业政策制定中出现的消费需求不足和研发投入较少的问题,为我国冰雪产业政策的完善提供借鉴和参考。
        The policy tool of Chinese ice and snow industry is a specific means and method adopted by the Chinese government to promote the steady,sustained and rapid development of the ice and snow industry. Based on the Constructive Root Theory of Charmaz·K,this study constructs an analytical framework,text coding,classification and statistical analysis to analyze eight policy texts related to the ice and snow industry issued at the national level. From the two dimensions of policy tool X and the value chain Y,which promotes the development of ice and snow industry,this paper analyzes the bias of the application of policy tools in Chinese ice and snow industry policy. It is found that the text of ice and snow industry in our country has the characteristics of paying attention to environmental " purification" and government support,investing and selling the whole covering,revealing the problems of insufficient consumption demand and less R & D investment in the policy making of ice and snow industry. For our country ice and snow industry policy reformulation provides the reference and the reference.
